RECOMMENDED: THAT
1. Approval be
given to hold a fireworks display in conjunction with the 2005 Canada
Day celebrations, contingent on receipt of adequate funds to
supplement Municipal commitments.
2. Municipal
funding be provided to a maximum of $20,000 in order to cover
predicted police and maintenance expenses.
3. Payment to BC
Event Management be made in the amount of $5,000 for fireworks
planning and design work already complete.

+ EVELYN DRIVE
at PAC Wed Dec 8th was very interesting.
Traffic is high on the list of hurdles to overcome. The
debate on slowdowns on Taylor Way, wch direction at what time, from
seven seconds to three and a half minutes, and how many cars will
dance on the head of the pin at the intersection with Marine Drive
seemed interminable b/c of its unsatisfactory conclusion.
VERY PLEASED to hear several at PAC openly wonder what cmnty
benefits resulted from ten times the units/people/density, wanting
them to be specified.
Staff reported that they cd not go below 1.0 FAR b/c of the roads
b/c then it wd not be viable.
One cd not help thinking this was blackmail, ie give us the
maximum or we won't do anything.
If I were the developer, I'd be rather chary of that gamble since
it might be taken. Is this poker?
There are in fact many who think the area shd just develop
naturally as people sell and the houses are replaced -- no quibble
with Ccl having identified this neighbourhood as one ideally suited
for some densification especially near transportation and shopping.
That requires planning -- perhaps thrown out to several to present
choices to be evaluated. With one developer, no matter how good
(and I've seen some others and they are) there are bound to be unusual
strains and demands.
As one member said, it's not so much the density necessarily but
rather HOW you do it, livability.
One comment was that this was a subdivision or development but
instead shd be presented as a vision of a neighbourhood considering
the size and number of people involved.
Another stumbling block to discussion was the fact that that very
day a new scheme was presented: 489 market units and 49 rental units +
48 giving a total of 566 plus the possibility of more as someone found
out when asking about the properties not yet optioned/purchased.
Since staff had only got the new plans that morning, there had
not been time for them to present their analysis and comments to PAC
some of whom also felt they hadn't had enough time to review the
changes.
This will be back!
Many wondering what will happen in January when it is rumoured
options are up and some might want to renegotiate since their homes
are worth more than they were two years ago.........

went to both PAC (Wed 8th) and DAC (9th) with similar
comments.
Some were distracted by by the fact that the $5.6m paid has to be
reimbursed to the Endowment Fund so there wasn't as much 'blue skying'
as I'd hoped to hear.
Some thought it was such a prime piece of land that it shd be
kept, not sold just to recoup the investment. Flat land on
Marine Drive corner is rare.
Please look at the Nov 4 report from Planning as to options staff
put out (residential seems to be the main one).
Then the question becomes whether 'affordable/for seniors',
'handicapped', ie cmnty needs. The theatre some had mentioned is
now at WVSS.
Some wondered about the loss of the adjacent park if incorporated
into the plans; another said the green space cd then be spread around
the property. John Richardson is a dedicated park. Sell
part of the site?
Some mentioned it will only grow in value.
At one mtg someone thought Wetmore is now worth about $8 and
another speculated maybe as high as $12m.
The civic centre site devt along with GCC means there aren't
really many civic facilities 'needed'.
With such a preliminary and uncertain debate, I did ask wrt
process at PAC if it wd come back since there appeared to be no
consensus or conclusion. We shdn't be limited by the $5.6m
millstone around the property's neck -- I said for instance, if the
Police Station at 13th and Marine is sold (for hotel as some want or
with higher density), we cd keep the Wetmore site for something
spectacular for the cmnty! I'd hoped fror more ideas and
suggestions from this great group.
All, and that was both AC and PAC, agreed it was not the place
for a police station or a fire hall; in any case, the fire hall is
better situation near 15th for quick access to the Upper Levels.

brainstorm to find what wd be most desirable or
wanted/needed.

Keep an eye on this one. Ten units at the corner?
Another important corner -- NE of 19th and Marine, across from
Memorial Park, not far from Library.
Much discussion of this both at PAC and DAC again. Some
thinking it shd have two handicapped units as a cmnty benefit.
Others asking how that cd be guaranteed. Some reorientation
suggested at DAC that sounded good and were received well.
Commercial space is limited in WV and although the applicant was
successful apparently in convincing both staff and cmte members that
since Ambleside businesses are struggling that it shd not have a
commercial component even though the whole block is commercial.
(No surprise angling for residential, more profitable.)
This is a pity. Times can change.
My suggestion: a compromise. Make the bottom floor
live-work units therefore it keeps commercial element and still has a
residential purpose. Some members had been concerned about
privacy of ground floor units -- this shd address that as well.
Best of both worlds!

Mr Mayor, Council.
My name is Hugh Hamilton and I'm President of the WV Streamkeeper
Society
We want to
draw your attention to the management and devt of all creeks in WV but
in particular, we want to advise you about our concern about
treatment of ephemeral creeks, that is, those creeks that are seasonal
in nature but are an integral part of our creek system.
We note
the improvement and minimum protection provided by the new OCP but are
concerned that the bylaws be enforced in current and planned subdivs,
especially in the steep Upper Lands with its creeks, its tributaries,
ephemeral creeks wch are not specifically referred to in the
OCP.
The
ongoing devt in the Upper Lands, specially in the areas from Marr
Creek, Rodgers Creek, including Rodgers East devt, and areas west
gives us great concern. At our recent board mtg it was decided
to bring the case of the ephemeral creeks in particular to your
attention.
The
damage, diversion, or removal of these ephemeral creeks can result in
unprecedented and unexpected floods and erosion. Ephemeral
creeks are an integral part of the main creek structure and habitat in
that they supply nutrients and food for fish in the lower reaches as
well as consistency of flow by enabling percolation of the
precipitation in the soil. They are also part of nature's
system of flood control, a refuge [and] habitat [for] many species and
provide for open space greenways.
We seek
your support for protecting our creeks and especially ephemeral creeks
from culverting and redirection. Please, plan for these crucial
parts of our environment to be included in green space and links to
major creek corridors. This class of creek shd be included in
the Municipal Creek Protection Bylaw. Ephemeral creeks, seasonal
nature, are crucial to the health of the main creeks and they must be
recognized mapped, and protected in any devt permit or proposed devt
area. WV Streamkeepers continue to be pleased to offer and
help its services with Ccl in this matter.
Mr Mayor
and Ccl, we will confirm -- will you confirm rather that
steps will be taken right away, esp now that devt is underway in these
areas I have mentioned and the rainy season is here to protect all our
creeks?

answer nor a list of the steps that DWV will take AND HOW ENFORCED,
problem in the past that may be alleviated now that more bylaw
officers have been hired.

highway to Whistler will destroy two rare
ecosystems &
portions of the historic Baden Powell Trail.
The provincial government's design
for the new Sea to Sky Highway calls for an overland four-lane highway
above Horseshoe Bay, that
will cut a trench through Eagleridge
Bluffs, destroy the Larson Creek Wetlands, and obliterate portions of
the Baden Powell (Centennial) trail.
FACTS ABOUT THE
DEVASTATION
=B7 Of 22 rare and
endangered species in the Sea to
Sky corridor 13 are found in the Bluffs and
Wetlands areas.
=B7 The provincial government has identified
these areas as the most sensitive ecosystems in the entire
corridor.
=B7 Municipal, provincial, and federal
environmental laws do not allow development in these areas in part
because of the encroachment on the wetland areas.
=B7 The Mayor and Council of West Vancouver, and
the GVRD are committed to preserving these wetlands with the tunnel
option.
=B7 The tunnel option meets all the criteria for
function, longevity, safety, cost, and preservation of this wilderness
area.
=B7 What happened to the Sustainable Olympics
that we promised the world?
WHAT ENVIRONMENTAL EXPERTS ARE
SAYING
The Whistler Olympic games, while certain to be a
joyous celebration for all Canadians, will nevertheless last a mere
two weeks. It is inconceivable to me that a government for the sake of
expediency would compromise for all time the landscape of West
Vancouver, destroying the bluffs and leaving such a
scar.
