Lieutenant Governor of British Columbia.
Lam, born in Hong Kong, and his family immigrated to BC
following World War
II. He received a
Christian upbringing before taking an Economics degree at Lingnan University in Hong Kong and an MBA from
Temple University in
Philadelphia.
Lam became a
prominent real
estate businessman
in
Vancouver, and was a
leading proponent of many ambitious development schemes. He is also
noted for being a leading philanthropist. In 1986, he helped found the Canadian International Dragon Boat
Festival.
Lieutenant
Governor
In 1988 Governor General Jeanne
Sauvé, on the advice of
Prime Minister Brian
Mulroney, appointed him
lieutenant governor. Three premiers served under Lam: William Vander Zalm, Rita Johnston, and
Michael Harcourt.

+ PUBLIC CORRESPONDENCE
With bated breath we await its anticipated/announced
reappearance on the Dec 6 agenda.
(Curious, however, about 'process'; told removed by a motion at a
closed mtg and restored after a discussion with the Mayor and
CAO.)
+ HST, FWIW
They wanted a simple question for the referendum.
"Are you in favour of
extinguishing the HST (Harmonized Sales Tax) and reinstating the PST
(Provincial Sales Tax) in conjunction with the GST (Goods and Services
Tax)? Yes/No"
it's do you want the HST (12%) or to go back to the PST and GST
(adds up to 12%)?
Sounds the same to me! Well, at least as to how much in taxes.
For businesses to fill in two different forms for two different
amounts and submit them to two different bodies costs more than
filling in one form, paying one combined amount to one body.
We're going to pay whatever way. That's life.
Why make it more expensive?
The issues that are debatable, however, and shd hv bn explained:
the difference in items with the tax. Not much of a reason to
complain about the same taxes on the same things, just paid in one
lump sum instead of two. Easier, more efficient.
Govt missed a golden opportunity to get some approval from
some areas by preventing the price of liquor from dropping slightly
(with HST wd hv been less; instead they increased their markup so
price remains the same!) -- what a feel-good measure to find booze
cheaper!
+ AFGHANISTAN
= You've heard the Taliban said "You've got the
watches, we've got the time."
= Be careful what you wish for. The US armed and
supported their fight to get rid of the Russians (now being used
against the Americans).
= Why military not leaving as promised? Canada
training troops? Quite apart from the desertion rate,
NGOs/teachers shd be sent. When I was there the illiteracy rate
for women was 98% and for men 75%. Have been told it's only
changed a few per cent. How do you train illiterates? You
can show handling a gun but what about following orders or lawful
behaviour? Even if to be a soldier, they'll fight or work for a
private organization that pays more -- and military training is not
really an effective way to move a society from roughly the 14th
century to a responsible democracy.
Needs schools, teachers, and a generation.
+ ZONING/SUBDIVISION AMENDMENT BYLAW
Just the fact that it's a complete rewrite and well over 300
pages means you need to see if it will affect you or your nbrhd.
Smith and Sop both wanted to defer to January but there'll be a public
mtg Tu Dec 7 with the bylaw coming to Ccl Dec 13. See if
accessory buildings or a possible change in lot size or density will
alter nbrhd character. Verify creek protection too.
+ BUDGET 2011
No doubt the proposed 2.35% tax rate increase will affect you,
esp on top of the much higher utility tax hikes (wch will be adopted
before end of the year).
Salaries/Wages/Remuneration are over 80% of the ~$80M budget.
Ccl apparently approved a 4% yearly increase in 2008 for five
years!
Meanwhile WV's popn has stayed about the same and residents'
incomes have gone down from 9% to over 30% in the past year (see
stats from Cclr Lewis; and David Marley and Garrett Polman of
ITAC; in the NOTES).
Maybe staff can be given time off or longer holidays -- time
worth more than money?
Non-union staff salaries can be frozen.
What can be done re the collective agreements?
See WVM17 for a list of staff earning over $100K for 2009.
No doubt even more this year. Just accept a 4% rise for 2011
when taxpayers' incomes shrinking?
Pls give Ccl your ideas for cuts and for raising revenue in order
to try to keep taxes under control.
Sop has come openly out for a zero tax rate increase; Smith says
yes with specified cuts; Lewis says yes with money for infrastructure;
Evison says not necessarily; Walker had said under 2.35% but missed
the last two mtgs owing to illness.
More importantly, and looking forward, let's examine how union
agreements are negotiated, and by whom.

+ GHG -- SAVING
ENERGY
On November 16
the West Vancouver Fire Department assisted Eagle Island residents in
identifying easy opportunities for saving energy in their homes. A
colour thermal imaging camera, normally used by firefighters to locate
fires inside walls and ceilings, helped show homeowners where
residences are losing heat.
The camera reads
temperature variances and turns them into a photo. Areas that are
yellow to red represent heat loss, grey to blue represent areas that
are not losing too much heat.
With this
information, homeowners can isolate the exact areas of a home that
need repair or enhancement to reduce energy consumption and their
carbon footprint.
The Fire
Department used their specialized knowledge of thermal imaging
technology to support a District-led initiative to reduce greenhouse
gas (GHG) emissions.
To reduce GHG
emissions in West Vancouver, an estimated 1,700 homes need to be
retrofitted each year. Currently in Eagle Harbour many residents have
completed an energy audit on their homes with results and progress
being tracked by the District of West
Vancouver.

Background: West Vancouver is currently
working closely with Eagle Island residents who volunteered themselves
for an environmental initiative. The residents signed up for an energy
audit to find out how they can shrink their energy costs and carbon
footprint at the same time. The
District will be monitoring the process and results closely in hopes
of meeting carbon dioxide emissions targets by focusing on retrofits
of existing buildings. With more than
50% of West Vancouver's greenhouse gases (GHG) coming from heating
homes, the District is emphasizing "home energy audits" and home
energy retrofits as key to achieving targets. West Vancouver is committed to reducing community GHG
33% below 2007 levels by 2020, and 80% by 2050. For more information

Sometimes life crawls and other times the world whirls. So
much happening.
I was coming from downtown, in the lobby just greeted someone,
and sat down with my laptop registering 7:03. I wonder if they
started a bit late -- often the discussions and biz dealt with in the
MFCR delays them a bit before coming into the chamber.
CORRESPONDENCE
At the end of the mtg someone said there'd been an announcement
about Correspondence going to be back on ccl agendas.
Faithful readers who have followed this since it was removed
unannounced in March will understand that since I'd been led to
believe continually that the restoration was imminent, I had to wait
to play the video to so I cd believe my ears.
So here, for your marvelling eyes, is the
transcript:
"Also, before we begin our formal agenda, I'd just like to
ask Ms Scholes to provide an update wrt Ccl Correspondence.
SSch: thank you, Madam Mayor. Following discussion with the Mayor and CAO, a
correspondence list will be included on future ccl agendas.
Copies of correspondence will not be included in agenda packages
however the electronic agenda will include a link to the
Correspondence webpage, and v shortly an article will be published on
the website informing that as of Jan 1st 2011 the names of
correspondence authors and their contact information will not be
severed unless they specifically request confidentiality, and weekly
posting of correspondence will continue.
Thank you."
Knock me over with a feather!!!
So now I await the Dec 6 ccl mtg agenda with great
anticipation.
Why it was done in secret illegally (not in keeping with the
Cmnty Charter) in the first place, and why so many silly
hide-it-on-the-website series of snakes and ladders moves notching up
new levels of sinuous bureaucratic perverse twists and turns.
While some might think it churlish or ungrateful of
me not to express gushing thanks at this restoration, it might take a
bit of time to come back to some sort of equilibrium b/c of the
frustration, stress, and unnecessary verifications and explanations on
top of a HUGE waste of time. My time is not paid for, the cclrs
attempting to reason and restore the others get a pitiful roughly $2K
a month (this took about nine months), while there are a host of staff
(as you saw in WVM17) getting $10K and more a month.
One day we may solve the mystery of why someone (or
'someones') tried to sneak this surreptitiously under the wire and
waited to see when it wd be noticed, then played hide-and-seek hurdles
with those of us wanting to return info and accessibility.
If anyone tells you it's b/c they wanted to put the
names, that's irrelevant or a red herring. The names weren't
there when they removed the Public Correspondence -- they cd hv just
continued with correspondence on the agenda, excising personal info
until no need to be obliterated any more.
Maybe returned b/c a motion made during a closed mtg
when whether letters are listed or not on a ccl agenda does not
qualify to be done in camera?
I may have asked about that.
Last week however I learned an FOI had been filed so that cd hv
flushed them out.
FYI, also the removal never made it into Ccl Procedures on the
DWV website.
Since this is the second time Correspondence has
been cancelled (it was a few years ago but restored within a couple of
weeks when pointed out and requested), let us at least hope it won't
be tried again.
Now we have to make sure the letters actually get put on the
agenda.

How did I discover that?
A resident addressed a piece of correspondence to the Mayor
and cc'd all the cclrs. The beginning/top of the msg
indicated to: West Vancouver Council
Now, bear with me -- that did not qualify! I said if
they hadn't written/copied the whole Ccl I'd agree but if addressed to
the whole council then it shd be in Public Correspondence b/c to Mayor
and Council.
I haven't tested the reasoning on cclrs but apparently that
decision, wch certainly seems to be counter to the intention or spirit
was made by staff.
CUPID
Well, you've all heard about Kate and Will. What a contrast
with the announcement with Charles and Diana. Heavy-duty serious
to be given Diana's/his mother's ring.........
Even so, Wills needed three weeks to get up the courage to
propose.
Although Kate's parents are millionaires (now), the mother was an
air hostess and her father a pilot with British Airways. And she
will be known as Catherine next year.

West Vancouver Emergency Services Launch 2010 Toy and Gift
Drive
West Vancouver Emergency Services are responding together again
to brighten the holiday season for children and families in
need.
From November 18th through December 15th, the WV
Police Dept and all WV Fire Halls will collect new toy and gift
donations for delivery to the Lower Mainland Christmas Bureau and the
Family Services Christmas Bureau of the North Shore.
This is the fifth year West Vancouver Firefighters and
Police will work together on the Toy and Gift Drive.
Residents are encouraged to bring new and unwrapped
gifts to the West Vancouver Police Department or any
West Vancouver Fire Hall. Please note we are unable to
accept any used gift items.

Fishing Allowed In 99 Per Cent of Canada's Marine
Protected Areas
People are still
fishing in 99 percent of the Marine Protected Areas (MPA) on Canada's
Pacific coast, according to a new study
conducted by the Living Oceans Society.
MPAs are strictly
protected areas set up to prohibit fishing and other recreational
activities that would interfere with recovering marine species.
"Marine
Protected Areas should be safe havens where species can regenerate,
but the great majority of our MPAs are really just paper parks that
offer almost nothing in the way of ocean conservation or sustainable
fisheries," said Kim Wright, Living Oceans Society's Marine
Planning and Protected Areas Campaign Manager.
The study
points out that while federal, provincial and municipal government
agencies have the power to designate MPAs, these agencies often fail
to ensure that the appropriate fishing closures are put in place by
Fisheries and Oceans Canada (DFO).
Dr. Isabelle
C=F4té, a Marine Protected Area specialist and professor at Simon
Fraser University, said the study shouldn't be interpreted as proof
that MPAs don't work. Instead, she hopes the study will demonstrate
the need for a solid network and government agencies that will enforce
it.
"Marine
reserves, in which no fishing is permitted, increase the abundance and
diversity of marine life within their boundaries," says C=F4té.
"This study shows that the MPAs on Canada's Pacific coast are
less likely to show the same positive effects."
Canada recently
joined an international commitment, through the Convention on
Biological Diversity, to build a network of MPAs by 2012 that
encompasses 10 per cent of every habitat type globally.
Living Oceans
Society is calling on the federal and provincial governments to honour
this commitment by addressing this issue coast wide, starting with the
region known as the Pacific North Coast Integrated Management Area
(PNCIMA) which extends from Vancouver Island north to the Alaska
Border.
Take Action! Send a message to Ottawa and Victoria to coordinate
their ocean protection efforts and ensure that the appropriate fishing
closures are put in place by the DFO.

Catalan Connection comes to Vancouver!
Pi Theatre and PTC, in association with Tant per Tant and
Playwrights=92 Workshop Montréal, present Catalan Connection
November 27th and 28th at PTC, Vancouver. Catalan Connection is
a series of exploratory readings of new translations of plays by some
of Catalonias most renowned playwrights. Conceived and created by Tant
per Tant from Saskatoon, Catalan Connection allows Pau Mir=F3,
Marta Buchaca, and Pere Riera to attend developmental readings of new
English translations of their work in three different Canadian cities:
Saskatoon, Vancouver and Montréal. Next year the exchange will
continue, with three Canadian plays being translated into Catalan and
read in three Catalan cities.
Catalan Connection features 17 of Vancouver's
most exciting actors including: Hamza Adam, Sarah Afful, Nneka Croal,
Patricia Drake, Kurt Evans, Tasha Faye Evans, Lesley Ewen, Chris
Fassbender, Medina Hahn, Kevin James, Vic Mariano,Tom McBeath, Sean
Oliver, Alvin Sanders, Marisa Smith, Todd Thomson, and Sarah Louise
Turner.
The readings are directed by: Adam Henderson (Pi
Theatre), Tom Bentley-Fisher (Tant per Tant), and Heidi Taylor (PTC).
The plays are translated by Tant per Tant's Elisabet R=E0fols and Tom

November 17, 2010: On
Nov 5th, The West Vancouver Community Centre received a prestigious
World Architecture Festival / ONCE Foundation award in Barcelona,
Spain. The ONCE Foundation Award focuses on accessibility - the jury
referred to the WV Community Centre as "an excellent example of
providing access to all citizens".
"The
WV Community Centre is an integrated community health and recreation
centre, so it was critical that the highest level of accessibility be
integrated into the project. Our focus was on achieving accessibility
beyond statutory requirements, the project was designed with a focus
on learning from real life situations and not relying on generic
accessibility codes." said Darryl Condon, Principal, Hughes Condon
Marler Architects.
Beyond the Community
Centre's public recreation and community health functions, the
operations of three private and three not-for-profit organizations*
are combined in a seamless way so that public service and synergies
are maximized.
"West Vancouver
has a long history of architectural excellence and strong public
participation. We put accessibility and inclusion at the forefront in
designing our new community centre, and it honours all of our citizens
to have been recognized internationally for this strong step forward."

KLEIN? Melanie
Klein was an important figure in the history of psychoanalysis.
As a divorced, self-supporting, professional woman in the 1920s, she
was a formidable example of female strength and independence.
More than that, she was a major thinker, making important
contributions that continue to affect the course of discussions at
major international conferences, even though she had no medical, or
even undergraduate, degree. Just this October, the seventh in a series
of annual conferences is being held in Seattle to discuss her ideas --
50 years after her death. In other words, she was a brilliant,
powerful, self-confident woman who used her considerable gifts to
offer the world a deeper understanding of what it is to be a human

WE ARE CONCERNED WITH THAT
PART OF THE SHORE BELOW THE HIGH HIGH-TIDE LINE, THE PART OF THE BEACH
THAT GETS COVERED PERIODICALLY WITH WATER.
COUNCIL, IN 2004, REALIZED SOMETHING NEEDED TO
BE DONE TO PRESERVE THIS VALUABLE HERITAGE. THE DISTRICT IS UNIQUE IN
THAT IT HAS A LEASE OVER THE FORESHORE FOR 1,000 FEET OUT FROM THE
HIGH TIDE LINE. COUNCIL ASKED THE ENGINEERING ADVISORY COMMITTEE TO
REPORT ON WHAT NEEDED TO BE DONE. THEY PREPARED THE

SOMEWHERE IN CITY HALL SO A NUMBER OF CONCERNED RESIDENT TAXPAYERS GOT
TOGETHER AND
The West Vancouver Shoreline Preservation
Society was formed in 2006
The purpose of the Society
is:
(a) to promote and assist in the
preservation of the West Vancouver shoreline
(b) to promote community awareness in
the shoreline
(c) to improve it as a habitat for
sea-life
(d) to improve the esthetics of the
shoreline area for the benefit of the West Vancouver community and
those who enjoy the shoreline area.
The society will also support knowledge
development through pilot rehabilitation and enhancement approaches
that will restore a healthy natural shoreline in impacted areas and
provide a working model for other communities, other levels of
government and private owners of waterfront.
The 2006 =96 7 Council and City Manager
responded and set up a budget separate from the parks department and
assigned responsibility to a single person who was also given the
appropriate authority to undertake some of the Engineering Advisory
Committee's recommendations and so, at last, some work was
commenced.
Mother nature graciously helped with a storm
or two and the judicious placement of the rocks resulted in the build
up of the foreshore almost exactly as the coastal engineers, Adrian
Rowland and Ted Appleton, had planned when rocks were placed at
selected locations.

A longer term work plan was needed and late in
2007 the Shoreline Preservation Plan (SPP) 2008-2011 (SPP2007-12-14)
was approved.

(the above
items are what we want the staff to get approved by the proper
regulatory bodies. I propose to highlight them with a red dot light. I
don't think the dollar amounts shown are near being sufficient but
that doesn't matter at this time as we are not asking them for the
money.)
A significant item in the plan is to build a
sub-tidal reef and this is going to cost a lot of money as a lot of
rock is needed to be placed from a large barge, many large barge
loads.
When the Sea To Sky highway was
being constructed John Barker and I met with the Construction
Superintendent several times and a huge quantity of rock WORTH
MILLIONS OF DOLLARS that was being disposed of in the OCEAN DEPTHS WAS
AVAILABLE TO THE DISTRICT.
UNFORTUNATELY THE DISTRICT DID NOT
HAVE APPROVAL FROM THE REGULATORY ORGANIZATIONS TO CONSTRUCT THE REEF
AND SO THE ROCK WAS DUMPED IN THE OCEAN'S DEPTHS. THE OCEANS
DISPOSAL PEOPLE WERE DISAPPOINTED AS THEY WOULD HAVE PREFERRED THE
ROCK TO BE PUT TO A GOOD USE. OCEANS DISPOSAL STILL FEEL THAT WAY AND
HAVE REFERRED OTHER REQUESTS FROM CONTRACTORS FOR DISPOSAL TO US BUT
THERE IS STILL NO APPROVAL IN PLACE.
TONIGHT OUR REQUEST TO YOU IS TO
INSTRUCT STAFF TO PROCEED TO OBTAIN APPROVAL FOR THE WORKS SET OUT IN
THE REFERENCED SHORELINE PRESERVATION PLAN, A PLAN THAT HAS ALREADY
BEEN APPROVED BY COUNCIL.
THE DIRECTORS OF THE SOCIETY ARE
PREPARED TO GO TO SOME LARGE ORGANIZATIONS AND ASK THEM TO PROVIDE A
SUBSTANTIAL AMOUNT OF FUNDS OR WORK IN LIEU =96 SOMETHING THE DISTRICT
CAN'T READILY ASK FOR. WE KNOW THAT THESE TYPES OF ORGANIZATIONS WILL
NOT BE RECEPTIVE TO PUTTING MONEY IN THEIR BUDGETS FOR SOMETHING THAT
DOES NOT HAVE APPROVAL, PARTICULARLY WHEN WE ASK THEM FOR A MILLION
DOLLARS.
WE NEED YOUR COOPERATION.
IT'S FOR THE BENEFIT OF WEST VANCOUVER.
THE PROJECTS THAT HAVE BEEN CARRIED
OUT TO DATE HAVE ALL PROVEN TO BE SUCCESSFUL IN ACCOMPLISHING WHAT THE
COASTAL ENGINEERS AND MARINE BIOLOGISTS HAVE PLANNED. AS A REMINDER WE
WILL SHOW YOU SOME PHOTOS OF WHAT A FEW BEACH AREAS LOOKED LIKE A FEW
YEARS AGO AND WHAT THEY ARE LIKE TODAY.

BENEFITS TO THE HABITAT THE SOCIETY ENCOURAGED AND PAID FOR SOME BULL
KELP ENHANCEMENT PROJECTS OF PLACING ROCKS AT THREE LOCATIONS. THEY
ARE SHOWING THAT KELP WILL GROW IF IT HAS LARGE ROCKS TO ANCHOR
TO THAT PROTECT FROM STORMS.

Water and Sewer Utilities
fees all go directly to providing those services;
underground
accomplishments and highlights
embarked on universal metering; proven successful re overall
demand
drop in demand due to awareness by residents
ppl to be aware of leaks; seeing the impact of that
process started a year ago -- staff had proposed an increase to
the asset renewal budget
you'll recall Ccl directed staff to hold off on any increases to
budget pending a year of public consultation; staff have made a number
of presentations to homeowner groups across cmnty plus open house at
cmnty ctr
public general surprise but then agreement shd be investing
re asset mgmt studies: av need over next 25 years $3.9M and we
do $1.2M
take some steps to some higher levels of funding -- blue is what
we ought to be investing
start ramping up, proposed rate is $20M for 2011 broken into
maintenance; a third is what's paid to MetroV bulk water (going up
17.8% for 2011) so it's about 29%; 21%, then remainder debt for Eagle
Lake/membrane
those expenditures result in a need for an increase of 13% in
2011 and in every year after
it's a bit less than we anticipated
a revenue increase is different from a rate increase b/c we have
a fully-metered rate structure; overall rev reqmt is 13% doesn't
nec relate to a 13% increase in ppl's bills; will look like 10% to the
median family water bill
$454 median dollars $41 more than 2010
most is to that increase in capital renewal, and MetroV bulk
water rate
report talks of a new valve xxxxx, a best practices; look at
valves to make sure working
another piece of pie, debt service, a bulk is coming due 2011
so some of that $41 increase is to provide for the debt
service.
Mayor: Ccl ask questions about water before sewer?
RF: just a few slides; same approach
when we went out to public consultation, ppl had a hard time
understanding XXXX
with sanitary and drainage, the bulk of the renewal needs won't
kick in till 50 years or so
since we have some time to consider more fully we'd embark on a
more gradual than what was contemplated last year
SLIDE -- this breakdown, $11M total, with renewal needs 22% as
opposed to operations themselves
Regional sewer level we must pay= 57% and they flow through
directly, represent regional needs
Lions' Gate and other regional priorities
so look at 2011 and look at median impacts, wd be $531 wch is
an increase of $47 over 2010
reflective of an increase of 11%, also less than what was
predicted last year at this time b/c we've decided to take a more
gradual approach
$47 is for providing sanitary and storm -- going to capital
needs; other signif need is levy, almost 6% over 2010
staff recommending water utility be increased and for sewer
11% and that wd roll into a rate schedule (appended to staff
report)

ML: more or less consistent with what we anticipated

signif drop in usage yet one of your charges showed an

RF: we've tried to become more self reliant

what sort of relief? I shd point out wrt rate structure, we've
tried to minimize impact

second and third block; so higher water users wd pay more
proportionately
so impact on a base charge 5%

older, so has City of Bby, as for building up budgets now, we're
probably one of the more aggressive in the lower mainland

providing and transitioning to biweekly by 2012 so a way to
reduce in one area to offset in another area
increasing for multi-fam and others; looking
this chart illustrates tipping fees
for 2011 $97 a ton is $15 more than last year, signif; see the
trend upward
positive point on that is add'l incentive to divert to ameliorate
tipping fee costs
wrt total expenditure breakdown here as shown on graph
real costs we have to pick up

NSh recycling prog shared -- includes education and outreach

Take Notice that at the Monday, December 6 Council Meeting,
Councillor Soprovich, with a seconder (Councillor Lewis), will Move to
provide a motion as follows:
WHEREAS the July 26, 2010 Council Meeting
minutes, Item 8, in respect to the proposed at grade intersection and
traffic light at Park Royal and Marine Drive, states:
"THAT part 2 of the original motion be
referred back to staff for a further report and a public
process."
AND WHEREAS the report from staff dated
October 7, 2010 was first made available for the October 18, 2010
Council Meeting
AND WHEREAS a play back of the July 26, 2010
Council Meeting Item 8 video clip indicates to the public that the
staff report would be made available for public review and discussion
at a public meeting hosted by the municipality in a municipal
facility
AND WHEREAS the report from staff dated
October 7, 2010 was made available only for the October 18, 2010
Council Meeting and therefore there was no opportunity for review by
and discussion with the public at a public meeting
AND WHEREAS the motion made at the October 18,
2010 Council Meeting in Item 10 states:
"Council authorize staff to approve the
detailed design drawings for the intersection including landscaping
and signalization design subject to conformance to district standards
and requirements"
AND WHEREAS the above noted motion made at the
October 18, 2010 Council Meeting does not specify who would construct
the intersection nor does it say who would pay for the new
intersection
AND WHEREAS the impact on traffic patterns and
traffic flow of the completed Lions Gate bridgehead and Capilano
Bridge modifications is unknown and of concern to
many,
NOW THEREFORE Council resolves THAT
1. The street level crossing from Park
Royal shopping centre south to Park Royal shopping centre north across
the District of West Vancouver's dedicated highway known as Marine
Drive not proceed until Council has specifically approved design
drawings and further consulted with the public,
and
2. Council host a public meeting as
indicated in Item 8 of the July 26, 2010 Council
Meeting.
18.2. Recognizing the Vulnerability of Transit
Workers (File: 1305-05)
RECOMMENDED: THAT further to the report dated October 27,
2010 from the Transit Manager, the Mayor on behalf of Council write to
the Federal Minister of Justice urging the Government of Canada to
recognize the vulnerability of transit workers and the dangers they
face in their profession and to take action to protect them.

received for information.

Davis, beloved keeper of Vancouver's historical flame and creator of
this site, passed away after a long illness in the early hours of
Saturday, November 20. Before leaving us, Chuck made arrangements with
his publisher, Harbour Publishing, to oversee the completion of the
History of Metropolitan Vancouver and maintain this web site for the
foreseeable future. Current plans are for the book to be published
next year in conjunction with Vancouver's quasquicentennial (a word
Chuck would have enjoyed, meaning 125th
anniversary).
