YOUR OPINION on 1300block MARINE DRIVE -- for LEASE OR SALE ?

lease1300@westvan.org OR sell1300@westvan.org ?

Email your choice (above), lease or sell. If you have already done so, pls ask your family, friends, colleagues to do so.

---> Why sell land wch appreciates in value to pay for a building wch loses value

-- and has to be replaced again???

If we haven't lawyers/staff/personnel expert, intelligent, skilled enough to negotiate leasing, then replace, buy land with the money from the sale thus maintaining our land bank assets. PLEASE!

Glad some now considering the Endowment Fund, borrowing, a levy, or some combination (Sept 9 ccl mtg).

NB: Contrary to a cclr's statement at a ccl mtg, the 320 Taylor Way property in fact was leased (NOT sold);

so was the Wetmore property leased, contrary to the statement made at the Chamber's 'unplugged' (May 30).

=== Vive le CANADA === Confirmation of the Oath of Cdn Citizenship

Mr Justice Edward Morgan of the Ontario Superior Court ruled today against the application of three non-citizens to find the Oath of Canadian Citizenship unconstitutional.

The setback to republican attacks on the Oath is only the latest of a number of such applications, all of which have failed in the Courts. The current application and its predecessors are extensively treated in the new issue of Canadian Monarchist News, which has been arriving this week in many members' mailboxes -- often taking a little longer to reach Alberta and BC. It will provide you with useful information both as friends discuss today's news story -- see below -- and as any possible appeal to Justice Morgan's decision is launched.

FACT: Quebec has always been a monarchy. Britain won the Seven Years' War (1756 - 1763) when New France became part of British North America. The French Revolution wasn't until 1789.

=== from the EDITOR'S DESK ===

So much to tell you! Shall limit myself to three for now.

YOUR MONEY -- Do find out about the costs for the 'facilities renewal' -- apparently under ten residents at the Sept 26 public mtg and since it will cost millions, let Ccl know how you want to pay for it. One estimate was possibly a 2% or more tax rate increase. Set up an Infrastructure Fund? Shd hv bn anticipated years ago!

btw, it's even more irresponsible to sell land to build facilities -- what do you do when it needs replacement? Land is finite. A recent comment about TransLink doing that was that it was 'cannibalizing' itself. Let's not be so short-sighted. We leased 320 Taylor Way and we leased the Wetmore properties. Wise. Still belongs to us.

COACH HOUSES -- Coming to a block near you? Join the residents wanting to have a say rather than district-wide and decide by Planning. See the comments below in the transcript for the Sept 9 ccl mtg (Item 8 and PQP).

BOOTHBUZZ -- A new section. My name for the email sent out by Cclr Booth to put residents in the picture re issues facing us now. Cclr Cameron forwarded it too.

=== WVPD === BEARWATCH! and Strategic Plan / Survey

> from BLOCKWATCH -- September 24

WVPolice are encouraging all residents to check their homes for attractants as bears continue fall feeding ahead of hibernation.

Bear awareness is recommended for NSh residents at all times but extra focus is urged amid the rising potential for bear-human conflicts during autumn. Bears are now in their annual stage called hyperphagia “ the time of year when they need to eat large amounts of food in preparation for hibernation.

On Sept 21, Police assisted a family having an up-close view of bears and attractants.

=== UPDATES and INFO ===

+ Blue Bus transit union rejects District of West Vancouver final offer, votes to strike

...The union is reporting that their members voted over 95% in favour of a strike.

The union must provide the District with 72 hours' notice and then wd be in a position to disrupt WV's Blue Bus service. ...

The District's final offer to the union was in line with an agreement reached between Coast Mountain Bus Company (CMBC) and its union earlier this year. The CMBC deal provided for wage increases of 0 per cent in 2012, two per cent in 2013 and two per cent in 2014. The ATU was seeking the same wage increases; the District met that request and also offered a modified work schedule that the union wanted. However, the union continued to ask that additional cost items be added to the offer package while offering no middle ground. The District is not able to offer the union more than the CMBC agreement contained without some reasonable compromise. Doing so would mean increased costs to the users who fund the transit system and is not sustainable.

Having met the union’s wage demands and scheduling request, the District is open to further negotiations when the union is ready to amend its requests for additional benefits, and consider a reasonable middle ground.

+ INVASIVE PLANTS

Dan Henegar of Parks gave a fascinating talk about invasive plants at the recent Streamkeepers mtg. I asked for a list for this newsletter b/c there are plants many don't realize are invasive. We learned about Knotweed, Giant hogweed, Ivy, Lamium, Broom, Periwinkle, and Laurel. This website has on them as well as on the Invasive Plants Working Group: http://westvancouver.ca/home-building-property/pets-wildlife-environment/invasive-plants

+ FACILITIES RENEWAL [$$$]

The desperate and costly need for infrastructure repairs came to my attention a few years ago. To inform residents, Ray Fung, Director of Engg, offered to give a presentation so WVM arranged a session at the Library. Millions needed. Last week, the District held a public mtg to bring us up to date. The next one is Oct 9.

The District has identified that over the next twenty years, approximately $70 million is required to fund necessary upgrades to ageing facilities. One funding option under consideration is to start a facilities upgrade reserve fund.

Advantages to moving forward now with securing funding include:

- improved public and staff safety

- WorkSafeBC compliance, including improved indoor air quality and mould prevention

- protection and longevity of District facilities

The District recently performed a Facilities Condition Index (FCI) on 48 facilities that will be kept in use for longer than the next five years. FCIs are industry-standard indexes that objectively measure a facility's current condition, with comparisons both within and among buildings. The FCI is calculated by dividing the total cost of existing requirements by the current system replacement value.

The buildings which ranked as being in the worst condition according to the FCI are as follows:

+ PARK ROYAL -- Construction Update www.shopparkroyal.com 925 9576

We are still making some improvements to ensure that the Park Royal Village Retail Expansion will be ready in November/December 2013 for our shoppers. We appreciate your patience as we work on a few things and wanted to let you know about what’s happening at Park Royal this week. Please note that construction scheduling is subject to change without notice.

2-Day Temporary Overpass Closure: The vehicle overpass that connects Park Royal North and South is temporarily closed today (Wednesday, September 25) and tomorrow (Thursday, September 26) to conduct work. The overpass will open to traffic again on Friday, September 27.

Park Royal South: We are gearing up for the opening of the Park Royal Village Retail Expansion in November 2013. The road on the south side of the parkade will be closed on weekdays for the next few weeks during the hours of 7 a.m. “ 4 p.m. in order to build upper level pedestrian bridges leading from Park Royal South to the new parkade. It will be open to traffic on weekdays from 4 p.m. “ 7 a.m. and will also be open entirely on the weekends. The road on the north side of the parkade will re-open to traffic on Friday, September 27.

New Signalized Traffic Light on Taylor Way: A new signalized traffic light on Taylor Way South, near Indigo Books, has been installed and is now in operation. The traffic light is intended to better facilitate traffic movement on Taylor Way South, and also provide a safer crossing for pedestrians and cyclists. It will also help to regulate traffic in this area during peak traffic times.

This signalized traffic light is an improvement over the existing pedestrian crosswalk across Taylor Way that is currently located at Indigo Books. It is a safer and more convenient option for pedestrians crossing Taylor Way at both the north and south sides of the intersection.

The Keg Demolition: As many of you may have noticed, The Keg is no longer open for business. The demolition of The Keg’s building has now commenced and will be in effect for the next couple of weeks. This demolition is required in order to accommodate new buildings that are part of Phase II of the Park Royal Village Retail Expansion. Stay tuned for future announcements of which retailers will be joining Phase II of the Park Royal Village Retail Expansion.

+ No Tax Sale -- There are no properties going to tax sale this year.

=== BOOTHBUZZ ===

An excerpt, slightly edited, from an update sent by Cclr Booth; includes many valuable helpful news items, some not public yet, giving future dates of mtgs and consideration of items on Ccl agendas.

...With the retirement of our Chief Administrative Officer in June, Ms Nina Leemhuis (our former Chief Financial Officer) has been appointed as Interim CAO while we conduct a comprehensive executive search.  At the same time, Council will continue to focus on its five strategic priorities:

1.      Public Safety Building: On Sept. 9th Council approved preliminary exterior facade and landscape designs for the purposes of submission to the Design Review Committee and discussion with user groups and the public.   Given that construction is anticipated to start in early 2014, Council is discussing a model for funding which may include using funds from the sale of lands, a loan from the Municipal Finance Authority, an increase in property taxes, or a combination thereof.

2.      Ambleside and Waterfront Activation: A Financial Analysis, and Commercial Market & Revitalization Implementation Study have been completed and will be considered by Council sometime this fall.

3.      Housing and Neighbourhood Character:

a.      Based on community support, on Sept. 9th Council directed staff to prepare draft bylaws to allow for rental coach houses.  These will be brought back to Council on Nov. 18th before going to the public for input.

b.      289 units in two residential towers (19 and 24 storeys) at 752 Marine Drive (White Spot site): public information meetings will be held Sept. 26th (6:30-8:30 pm) and Sept. 28th (10am-noon), both in the gymnasium of St. Anthony’s School, 595 Keith Rd.

c.      110 Maison Senior Living Residences (Alzheimer and Memory Care) at Taylor Way and Keith Road: scheduled to come before Council on Oct. 7 to hear the outcome of community consultation, design review considerations, and next steps.

d.      19 Residences at 370/380 Mathers  (Unitarian Church site):   following the Community Consultation meeting and Design Review Committee meeting, development plans are to be revised prior to advancing in the application review process.

e.      Housing Bulk:   a consultant has been hired and a report to Council is set for Nov. 18th.

4.      Municipal Services and Finances “ It’s budget time again, and open-houses are planned for [Wed] Oct. 23rd (6 - 8 pm, Seniors’ Activity Centre) and [Thurs] Nov. 7th (6-8 pm, Gleneagles Community Ctr).  There will also be two open-houses on long-term capital planning for facilities’ infrastructure renewal: [Wed] Sept. 25th (6 - 8 pm, Seniors’ Activity Ctr) and [Wed] Oct. 9th (6 - 8 pm, Gleneagles Community Ctr).  It is estimated that approx. $80 million will be required over the next 20 years to upgrade 48 District-owned buildings.

5.      Environment, Parks, and Upper Lands:  The much-anticipated new playground at John Lawson Park opened this month to critical acclaim by the under-6 crowd.  There will be an open-house related to the proposed design for the section of the Spirit Trail from Seaview Walk to Horseshoe Bay on [Tues] Oct. 1st, 6 - 8 pm at the Gleneagles Golf Clubhouse.  An interim standard for the Trail through Ambleside will be presented at the Oct. 7th Council meeting.

Other Matters:

1.      Cell Towers:  Rogers Communications has made applications for three cell towers on Highway #1 at 26th Street, 15th  Street, and Taylor Way.  A Town Hall meeting has been scheduled for [Wed] Oct. 2nd, with an overflow date of [Wed] Oct. 16th  if necessary, both from 7 - 9 pm at the Seniors’ Activity Centre.  Residents, elected officials, health care professionals, and industry proponents will have an open dialogue about these applications.  Council’s final consideration of the applications will be on Nov. 4th.

2.      1200 Keith Road Traffic Calming and Pedestrian Safety Plan:  Further to the initial open-house held on June 6th, a meeting has been scheduled for [Thurs] Oct. 10th  at Hollyburn Elementary to report on community input and present plans for improvements.

3.      Pumpkin FestOct. 5 & 6 at the WV Community Centre.  Please call 925 7270 or visit www.westvanpumpkinfest.ca for a schedule of events and to purchase dance tickets.

4.      Tax Sale “ delinquent properties will be offered for sale on Sept. 30th at 10am at M Hall. {latest news: none -- CR}

Please visit the District’s new and improved website at www.westvancouver.ca for further information (and to confirm scheduling details) on any of these items, and for Monday night Council meeting agendas, live broadcasts and minutes.  Your comments or questions are most welcome.  Feel free to pass this along to your friends, ...

{Many thanks, Mary-Ann -- CR}

Canada Park [ http://vimeo.com/12801869 ] is built on land of three Palestinian villages whose inhabitants were driven out in 1967 “- Imwas (the biblical Emmaus), Yalu, and Beit Nuba.

It was originally funded by Canadians who weren’t told what their money was being used for, but now we have no excuse to say “we didn’t knowť.

The JNF has a long and ongoing history of using trees to “greenwashť their part in the dispossession of Palestinians both inside the borders of Israel and from territories that Israel illegally occupies.

DETAILS  (Lawson Park)

The highly-anticipated new playground at John Lawson Park is complete. A grand opening celebration for partners, media and the community is set for Friday, September 27 from 2“3 p.m. at John Lawson Park, at foot of 17th Street in West Vancouver.

I am pleased to see that our investment has enhanced John Lawson Park and that thousands of families will come here and enjoy the park as my own family did many years ago. These improvements add to the beauty and utility of this wonderful park,ť says John Weston, Member of Parliament for West Vancouver “ Sunshine Coast “ Sea to Sky Country. “In addition to improving the quality and safety of this playground for our community’s children, this investment has also contributed to the creation of jobs, growth and long-term prosperity, making it truly a win-win situation.ť

This is an exciting new beginning for one of our most popular playgrounds,ť says West Vancouver Mayor Michael Smith. “It will provide wonderful experiences and memories for our children and was made possible by financial support from our partners, the federal government and the community.ť

The creative re-design will stimulate learning and play opportunities for both younger and older children. Features include:

a whimsically updated pirate ship

a splash pad for water play

modern playground equipment

walkways in and around the playground

The playground provides increased accessibility and naturally-inspired education opportunities for children of all ages.

The District’s combined budget for the playground and water play area was $800,000, including community contributions of $169,000 and a contribution of $244,200 provided by Western Economic Diversification Canada, a department of the Government of Canada.

7. Zoning Bylaw ... Amendment Bylaw ... and Devt Permit Appl ... 1455 Bellevue [Walker Bldg]

Schedule A to Appendix E (Part 1) Schedule A to Appendix E (Part 2)

PowerPoint presentation to be provided.

Sokol: Lisa Berg will speak

LB: SLIDE -- here for bylaw introduction; will give a brief overview

from 1.44 FAR to proposed 2.14; number of variances (addns to second, third, and fourth floors)

parking space varied from required 82 to 75; in-kind contribution, wrt to parking: 15 spaces on lane for public

revised parking for after hours in [undercover?] 25 {get this [7:48]}

also proposing to restrict land use in the zoning to restrict the land use to for commercial purposes only

applicant is here to answer any questions

Mayor: have George Pajari and then put a motion on the floor; unless anybody else wishes to speak.

GP: thank you, M&Ccl

I am concerned about what's been happening with the CACs associated with this proj since the discussions started

I will remind you, that in the July 18th report, staff said the proponent had offered 57 parking spaces in the parkade after hours, not "up to" 57. The staff report said 57 parkade spaces, and staff said this was comparable in value to several hundred thousand dollars in CACs.

The staff report we received last week said they'd be offering 40; so the 57 had gone down to 40 spaces by last week. In the report we've just had from staff, it's down to 20. By the time this reaches final approval, we might have 1 or 2.

Are they playing you for fools, Council?

Are they playing the cmnty for fools?

How many spaces are we actually going to get?

When they came here asking you to waive CACs, they promised 57 parking spaces, and now they're telling you the most they'll give you is 20, maybe 25?

This isn't a game, Ccl. I think you shd stick to what was offered, or ask them to take the proposal back.

The second thing I wd ask Ccl is, in the staff report that came up last week, there was absolutely no mention of a covenant to make sure this bldg wd remain 100% office. But you, Yr Worship, and other mbrs of Ccl, asked that specific question when they waived CACs -- is this property going to remain 100% commercial? and you were assured it was going to remain 100% commercial. But the staff report before you, the proposed wording of the zoning, mentions nothing of this commitment, to keep this 100% commercial

So I wd strongly recommend that you reject tonight's motion until you get a proposal, a set of documents, that meet the promises that were made to you back in July when you agreed to proceed with this devt.

Anything less wd cause the cmnty to lack of [lose] faith in the process.

Thank you, Yr Worship.

Mayor: Mr Sokol, do you want to speak?

Sokol: was staff's intention all along

usually record in section 219 therefore felt not nec to spell out

in discussion with solicitor, and Ccl, and c... ; we've revised 2.14 to non-residential only

Mayor: anyone?

NL: clarify the issue around parking

Sokol: not waive CACs; none for commercial; recognizing can't collect CACs; what viewed

{One of WVM's contributors writes:

That's not what Planning said back in December -- the motion passed by Council states that this development proceed "based on a CAC not being applied". Look up the original staff report (dated Nov 29, 2012; File 1010-20-12-059). Nothing about CACs not being able to be collected or that CACs do not apply for commercial -- "based on...not being applied", which is another way of saying "waived".}

proposal, now 15 parking spaces on lane 24 hours

offset for other projects; for life of this project

still offering 20? spaces for public [7:53]; having 35 spaces help us accomplish

the tenant will have biz evenings and weekends

Mayor: not approving but having a PH?

Sokol: yes

Mayor: Sop, put motion on the floor?

Sop: [read first one]

{someone said read all four, so he did} THAT:

1. Zoning ... Amendmt Bylaw No. ... for ... 1455 Bellevue, as attached to the report by the Sr Cmnty Planner dated Aug 29 be read a first time;

2. The MClk give statutory notice that a PH [etc] is scheduled for Mon, Oct 7, 2013 at 7pm [in M Hall];

3. Proposed Devt Permit attached to the report be considered concurrently with [the Zoning/Amdmt] Bylaw; and

4. The public be given an opportunity to provide comments on the proposed Devt Permit attached to the report at a Public Mtg held concurrently with the Public Hearing...

{hm.  Remember when Planning didn't elucidate CAC requirements or correct applicant's claim none paid for some properties in Vancouver? it took a cclr and a resident to do research proving CACs were paid for those zoning examples. Well, is it a surprise then that though Ccl stipulated the (up)zoning be commercial in perpetuity as a condition, that condition is omitted???

Who's watching out so the cmnty gets its due?}

Sop: disappointed in the drop in parking spaces; was excited landmark, thought a generous offer

guess we'll get to it at the public mtg, Mr Sokol

TP: looking at new grounds, exciting

a lot more wrapped up in this than just parking; look fwd to PH

CC: proposed 2.14 with no residential permitted; no residential but what wd be permitted besides commercial?

what's in non-residential category?

Sokol: only uses that wd be permitted is AC1, and range retail and ofc uses

[7:57] [residential but stated not allowed

CC: believe in the minutes July 29 based on in-kind as set out by staff report July 18

refresh my memory parking provisions July 29; what did we say that day?

Sokol: don't have the report here, but believe said 'up to 40'

{unexpected??? unprepared? seriously, thought what was said at the last mtg wd not be referred to? if on agenda, why not some background or why not able to bring up doc or whatever on the laptops they have in front of them? or count on staff to?}

CC: wonder if Ms Berg

LB: said 'up to 40' and your concern; so decision to include 20

{The WVM contributor continues:

How quickly she forgets (and another case of staff providing incomplete and misleading information to Council and the community). Ms Berg WROTE the July 18th staff report (File: 1010-20-12-059, Document 651964v1). On page 6 it states "The proponent has offered public parking as an in-kind contribution as follows: Lane - 15 parking spaces available for public parking; and Underground Parkade - 57 parking spaces available after regular business hours on weekdays and up to 40 of those parking spaces on weekends." }

CC: support going forward

my slight reservation, glad

stipulated no residential permitted; signif for owner to accept b/c less value

I do recall, Ms Berg, we had that discussion

Mr Pajari alluded to this; death by a thousand cuts, keeps whittling down

wd like to see more than 15 -- doesn't have to be 40 -- encourage keep on the higher side

make leasing more challenging

hard-fought compromise but not whittled down; will be supporting with that one caveat

NG: disappointing re parking spots but more with the value, felt some value in them

consider something of comparable value

I'm looking more along the lines of sustainability options; sgl-occ vehicles at the low end and look at sustainability priorities such as transit, bicycles, etc; says bicycle-sharing, wd like to see that flushed out

see a public mtg held concurrently with the PH but on p X says public mtg before the PH; pls clarify

Sokol: the public mtg held concurrent is intended for Ccl to hear public's comments before mtg and PH

the public mtg with devpr and staff so opp for public to come with better understanding

NG: so that mtg will be sometime before Oct 7

Sokol: that's correct

MB: supporting; come a long way re CAC since January; educated around CACs

comm space does tend to get a bit of a break wrt CAC, not as profitable to build comm space

residential sector, immediate profit

CACs are really not about getting money, about getting amenities

bldg been here since 1988 that needs a facelift

need in cmnty for large ofc space

owner willing to give something of high value, parking spaces like gold

disappointed in reduction of parking in underground parkade

happy about a revitalized bldg, meeting a need, enhancements re landscape and sidewalk

encourage landlord to get on with it, freshen up bldg and xxx

Mayor: I too am in support, best way to revitalize is to get ppl in there

they'll be spending their money in Amb rather than Pk Royal

Cclr Sop, want to speak a second time?

Sop: yes

interesting everyone supporting and it's going to a PH

Mayor: supporting going to PH

{wondering why not allowed on Eagle Island?}

[8:21] Heather Mersey: [TEXT SUPPLIED, my abbreviations]

... my name is Heather Mersey. I am a resident of West Vancouver ...

This evening I am here to speak as a representative of the Ambleside and Dundarave Ratepayers' Association on the topic of coach houses.

Our concern, as always, is the impact of any decisions made by Councils, on our single-family neighbourhoods. These neighbourhoods have formed the very basis of our community since West Vancouver’s inception in 1912 and play a critical role in our identity. We hear repeatedly that people have chosen to move here because of these special places.

Over time, there has been pressure to densify and offer various housing options within these nbrhds, particularly in the Ambleside and Dundarave area.

Secondary suites have been legalized and have provided a low impact solution but with a capability of doubling density. Because this type of housing is contained within the main house structure, it has had a minimal effect on existing nbrhds. We wd consider this to be gentle densification.

The matter of coach houses is entirely different as there is a potential to significantly alter the character of existing sgl-fam nbhds. Is this the intent of Council? By adding another structure to a lot, you will not only increase physical density, but nbrs could stand to lose privacy, sunlight, green space, trees. There are issues of parking and traffic. What about demands on the infrastucture? Do we have the capacity?

Before we proceed further, we have to ensure this process is in fact cmnty-driven and nbrhd-based. We have to ensure that nbrs potentially affected by any future coach-house policy will have a veto option in the process. Another concern wd be protection against scenarios where a devpr with three adjoining lots cd end up having an entire block rezoned, as happened with Hollyburn Mews in the 2000 block Esquimalt.

It is of concern that our Council is divided on this important issue. Our pilot projects on coach houses did not succeed. I learned recently that Seattle’s council is proposing “emergency legislationť to stop the infiltration of small lot houses that don’t fit the scale and character of some nbhds. Perhaps there is a lesson here for West Vancouver as we have looked to Seattle as a leader in coach and laneway houses.

In conclusion, ADRA would ask Council to vote against going forward with the bylaws and policy around Coach Houses. Coach houses are being built here under current bylaws. An example is 2821 Marine Drive where a coach house was built in addition to the existing house. There were no parking issues, privacy issues, no major intrusion into the nbrhd. It is already happening but on a small scale, on a one-by-one basis.

Should Council vote go ahead, then I would ask that the commitment made on July 29th to have the Ratepayer Association involved in the process of creating bylaws and policy be formalized tonight.

[Heather Mersey, ADRA Board Member]

Keith Pople: [text not supplied]

coach houses are happening in WV and no doubt will continue; in some places approp but not all

[what] bothers me about these bylaws

first: person comes to buy and live in a sgl-fam nbrhd; that's the kind of place they're expecting to live in

next door nbr wants to put in a coach house, cd have an big effect on your life style

don't see any provision you're going to take into consideration the ppl most affected; shd be some provision

request look at opp for doing this

second, item 5, approval authority delegated to head of the Planning Dept for decision re permit

seems to me the whole bylaws drafted by the dept and they favour coach houses

shd be some other approval authority here

some instances good idea and some not, and Ccl shd play a role

{Interesting point. And there is a precedent, history, for having two staff involved in approvals so not all power in the hands of the Dir/Planning. Some years ago (maybe 20?), subdivisions (or something) had to be approved by the Dir/Engg, not the Dir/Planning. It may be time to work out some checks and balances.}

CR: Good evening, Mayor and Ccl, and staff. Carolanne Reynolds, Editor of WVM

Thank you for all the staff work to date.

Some may recall for the pilot house prog I recommended drawings of examples, and then nbrhds be asked to offer to have one in their area so we cd see and evaluate

That was not done, and since some applicants {surely applications meant} had already been received and that series collapsed

{My suggestion ensured nbrs welcomed an experiment, a 'pilot' house. Applicants, however, had already submitted applications with what they wanted to develop. IOW devpr driven (though staff did decide wch ones to forward, also some discussion with the cmte) and nbrs left out whereas they shd be first. As this went along, former mayor Pam Goldsmith-Jones commented that the first one shd do well and be successful or it wd jeopardize others, the prog. In fact, that's what happened. Stiff resistance from nbrs -- did even one go through? Pilots projs are a good idea but let's have the experts, architects, show us a range of diverse housing types so we/nbrhds can pick and choose what WE want, not what a devpr or owner wants to build (sometimes with $$$s in their eyes -- but nbrs ought to be involved).}

Now we have something more fleshed out.

My main concern is responding to what nbrs want. Their homes are v important to them, their quality of life.

One reason I don't favour District-wide regulations, unless they can be varied, in a nbrhd is that they tend to be broad and it appears little reference to those who already live in the area.

Many don't have nbrhd character guidelines yet and we hv bn encouraging that b/c that helps, but pls draw up procedures so that residents of the nbrhd hv some say as to what kind and how many [coach] houses or whatever it is will come into where they live.

Furthermore, if coaches [houses] are already allowed, that sounds good -- is it not working well?

maybe it just needs some tweaking

my message, let the nbrhds decide what they want in their own area so they can preserve their heritage, their quality of life, -- and they live there

I think they deserve a say as to what to put in their nbrhd.

My fear is that with a District-wide policy they get it whether they want it or not

thank you

Moved TP, seconded CC: THAT:

1.The report from the Sr Cmnty Planner, dated August 22, 2013 be received for information; and

2.Staff prepare draft bylaws to allow for rental coach houses as a detached form of secondary suite for Council consideration in fall 2013, as set out in the report dated July 11, 2013.

TP: imp to acknowledge that we are a conservative cmnty; these changes are difficult; start simple and go from there

our goal is not to increase density, it's to increase options [8:18]

{maybe not your goal but adding coach houses will increase density, no??? more people, traffic, use of public facilities}

demographics in this cmnty

essential one way we can respond in a positive way to monster houses; change how we use spaces

always been supportive; go through this process diligently, since 2008

support that they're rental

not increasing the size; staying to same sq ftg; also if you have a sec ste, this doesn't work for you

{good appreciate fact that keeping FAR max though it does mean many will build to the max whereas now we have some smaller houses, hence more greenery.}

CC: I too will be supporting with enthusiasm

a modest proposal... basements somewhere

our nbrhds are not staying the same

around our house, but xxx exemptions for the basement; all the nbrs around them are affected

coach houses going to have an effect

nbrs shd always be consulted, will be by staff, and by landowner and proponent

nbrs are always affected

Survey results said District-wide but not in their nbrhd.

right now emails, photos, showing how their view and their privacy destroyed by the monster house beside them

character,

cookie-cutter, built by spec devprs

you want coach houses xxx

some urgency

how many houses District-wide -- since 1980 ev builder has maxed out his lot, house not eligible to build coach houses

longer we fart around, more houses are going to be knocked down

the perfect is the envy of the good

if issues, will address them as we go forward

right now we don't have xxx

look forward to this going to public; fleshing out, argue about the specifics

will make WV better will re XXX and invigorate

MB: asked in email but did not get answer; any restrictions? one storey or two?

Sokol: don't specify here but two storeys, will be fleshed out

MB: appreciate further discussion; a few points within my time allotment

goal is to provide housing choice, not density

hear it daily

sgl-fam house option, dominant not working in WV; looking but can't find; want this to be successful

agree with incentivizing -- no say over height, trees, etc

this is a more favourable option

b/c I want this to be successful

the consultation piece; favour approach taken in NV; small limited impact in size , height

we cd get issues around height and bulk of the coach house

tend to favour a two-stream process

say small one-storey and another for bigger and higher

parking another bee in my bonnet

one for sgl-fam and as soon as ste/coach house, goes to three and that de-incentivizes

cd make coach house bigger b/c garage cd be part of coach house bldg

don't see rationale going from one to three, shd hv same regulations

Sokol: wd be a review of landscaping

MB: surprised [8:49] we don't require owner-occupied; stepped, more if you don't live there

use by chn and caregivers; not requiring owner-occupied

[ding]

question not requiring owner-occupation

Mayor: thank you for your points; you're over your five minutes

{wow! he's being strict even with cclrs!}

Sop: can I bank any time?

{:-)}

not fully supportive yet

have seen coach houses produced under bylaw with no concessions, find that interesting, now going into a policy

what's the rationale for district-wide implementation? the question asked

if coach houses is a detached form of sec ste, then coach houses allowed in all sgl-fam areas where sec stes permitted?

one is not visible and one is -- that's a big change in any sgl-fam nbrhd

don't see rationale, zone ... find that vague

Sokol: we're responding to the cmnty survey dist-wide; ppl believe it shd be cmnty-wide

{but not necessarily in their nbrhd!}

DP guidedlines, design reqmts to fit in, fit in with nbrhd character, not hindrance to nbrs

Sop: surveys/questionnaires not 100% in support of these initiatives, in fact 50-50, see what's going on

half of cmnty grid system and half not

some can fit in -- lanes?

built new... alter driveways? ... 1 in ev 3 houses facing severe needs re water

fronted by an indiv coming forth to you, dept, saying I'd like to start this?

how do we provide meaningful consultation?

procedure: staff will est reqmts of nbrhd notification

"Dist authority cannot delegate to the public to make the decision" -- if that's LGA, fair enough

[8:53] in NV 20 metres, 60 ft

what prevents a devpr coming to your [nbrhd?]?

have your say but not your way

that's what we're getting; entering into a new world

this cmnty a sgl-fam cmnty that has been cherished

assessment xxx?

not opposed to xxx but not to entire cmnty

how? on the waterfront?

if look at no density increase, fair enough, no xxx

Mayor Smith and I asked you to xxx

asked to include basements, thus smaller house

[otherwise?] denuded just like ev other

coach house and attachment, whole length of the prop

what kind of cost?

not go away

but if strong movement, engage a WG with Planning Dept to clear up these; clear up before bylaw comes back

NG: earn some points with the mayor now by one short point

rationale for D-wide implementation says in sgl-fam zones not in RD1 and 2 zones

assume duplexes built out

I know b/c I live in that zone, there are duplexes not built out -- some heritage homes

xxx not do that [8:57]

Sokol: yes, raised; there are some duplex lots too small to have a duplex

so cd have provisions for coach houses

Mayor: system is working, I basically agree with all of them

Eagle Island, give up parking for a sec ste

xxx; ev agrees coach houses fit on some lots and not others

how do we get there?

Miss Little made some great comments

but in a nbrhd, have to respect nbrhd rights, xxx

Planning Dept has to come up with

ADRA, others

a better way of having say; 20m is a non-starter

if a coach house does not fit and all [in area?] opposed

not proper all nbrs opposed and Planning wants to put in

xxx

{Thank you, Mr Mayor! Glad you're recognizing the rights and preference residents; after all, their homes, their lives}

we're taking funds from sale of M and in Endmt Fund

when funds 1300 and this

Mayor: that's No 12

Sop: but funds now

Mayor: Ms Leemhuis

NL: this is for work done to date; gets us to next stage, shovel in ground

this motion is only for the $2.2M to get to construction phase

Sop: are we going to continue to pay from sale or Endmt funds? not being a pest, just how paid for

Mayor: stay tuned for No 12

Mr Wong enough money to end of Sept; and now asking

xxx;; haven't decided; xxx

approve half a mil to get through

John Wong: $2.2M

only going to get partial design at $500K; can phase it that way b/c Ccl can stop at any time

Mayor: we can approve $2.2M but coming back for it

JW: this is for the $2.2M; our contracts we can stop at any tme

Mayor: Ms Leemhuis, help us out or leave us hanging in the wind

Mark Chan: $2.2M is part of the $3.345M approved in June

identified net proceeds; all in place; none coming from future land sales

NL: the option of

$2.2M to be approved currently, can approve entire amt and have monthly update when Ccl has opp to stop the proj

asking funds to get to end of Oct, a bit diff b/c of complexity [9:14]

CC: sorry

agree with what Mayor and Sop saying; we shd approve this in stages

$500K to end of Oct; doesn't have to be long drawn out; if suff funds, shdn't be a prob

what's threshold and how far about now?

MKoke: we're over the threshold xxx

2013 end of year $23.5M

CC: so if one of the Argyle lots come up, we xxx

NL: any spending from the Endmt Fund does come to Ccl for approval

CC: approving construction drawings; staged approach prudent

$2.2M for ALL the drawings; seems to me Ccl hasn't seen all final drawings, internal, and eg parking

cart before horse -- bldg but don't know parking

wd like to have these construction drawings before me

design of atrium, etc will have effect on construction drawings

talked to Mr Chan about that and he said he'd be coming back

some have a public function

no problem with staged funds

will save my comments for No. 12

NG: answered by Mr Chan, approve funding to end of year but not release of this, so, happy to support this motion with the caveat that we see some of the drawings soon

Mayor: to be clear, we'll still be getting updates and at any time, can put our hand up and say stop

NL: yes

Sop: don't want this bldg not to go ahead, but if you receive $2.2M and underway how xxx?

landscaping

Mayor: that's No. 11!

MB: support staff's recomm

11. Public Safety Building: Exterior Façade and Landscape Design (File: 0500-01)

Sop: move as read?

SSch: it's up on the screen

{LIGHTS!}

CC: you got me ... didn't give me.... hard to envision

design on atrium, hope before going to public we can have renderings more clear

get better sense of what we're talking about

want more detail

{more laughter}

NG: thanks for helping me; don't want feedback from me, will get at open house later

similar concerns as Cclr C

my impression is that it's not really sympathetic to ppl hanging out and enjoying the landscape; seems harsh

wd like to see it more interesting to staff

hang out, kids to play; stilted; wd like to see it more friendly

RECOMMENDED MOTION:

THAT the “exterior façade and landscape designť for the PSB with features including those set out below (and as set out in Appendix 1 to the report dated Aug 27, 2013), be approved for the purpose of submission to the Design Review Cmte, and discussion with user groups and the public, after which a recommended exterior façade and landscape design will be brought back to Ccl in public for approval around Oct 2013:

˘  “Baseť of the bldg to be treated with the concept of a “garden wallť, a warm grey masonry cladding material.      The north facing wall of the base to be clad with white glazed brick to mimic the exteriors of the existing MHall bldg;

˘  “Bodyť of the bldg to be comprised of a combination of ribbon glazing treatment and simple, flush, white, and light-coloured metal panels;

˘  Opportunities for bldg identification “ fire logo on the hose tower stair, along with a red frit on the glass, and police logo on the police stair at the southeast corner along with a blue frit on its glazing;

{I had no idea what a 'frit' was -- wanted to make sure not a typo so have looked it up for you (not architects or builders, I guess :-).

Frit is a ceramic composition that has been fused in a special fusing oven, quenched to form a glass, and granulated. Frits form an important part of the batches used in compounding enamels and ceramic glazes; the purpose of this pre-fusion is to render any soluble and/or toxic components insoluble by causing them to combine with silica and other added oxides.[1] However not all glass that is fused, and quenched in water is frit, as this method of cooling down very hot glass is widely used in glass manufacture.

The origin of the word "frit" dates back to 1662 according to the OED as "a calcinated mixture of sand and fluxes ready to be melted in a crucible to make glass". Nowadays this is more commonly called "glass batch", the unheated raw materials.In antiquity, frit could be crushed to make pigments or shaped to create objects. It may also have served as an intermediate material in the manufacture of raw glass. The definition of frit tends to be variable and has proved a thorny issue for scholars. In recent centuries, frits have taken on a number of roles, such as biomaterials and additives to microwave dielectric ceramics. Frit in the form of alumino-silicate can be used in glaze free continuous casting refractories.

˘  Wood to be used as an exposed structural element in particular in the atrium as well as the Firehall Truck Bays;

˘  Paving patterns of the plaza and fire truck apron which work with the new Ambleside Streetscape Standards;

˘  Removal of poor conditioned existing trees along the N edge of the site and relocating two existing memorial trees;

{how/why'd they get into poor condition? why not replace?}

˘  Central plaza area designed to accommodate small scale rain gardens, opportunities for public art plinths, and to support varied civic programming;

˘  Landscape at the north side of Esquimalt Avenue to feature climbing vines and ornamental planting;

˘  Landscape at the east side of the bldg to feature a large rain garden designed to filter the run-off water from the north parking lot; and

˘  An extensive green roof on the main building roof.

Mayor: got 36 minutes and No 12 is big

12. Public Safety Building: Overall Project “ Preliminary Funding Strategy (File: 0500-01)

MK: funding

CC: an issue for me how laid out

no matter how I tried to stop or halt this momentum we keep going down [9:26]

"given prev goal"

selling a great portion of District's lands, using proceeds

there is no prev ccl resolution that not to be funded in any shape or from by taxes

statement made but not decided by a prev Ccl nor by this

staff seem to be under this impression

clearly inferior to selling $28M worth of land, a huge chunk to build up for 30 yrs so future Ccls cdn't touch any penny of that

depends on optimistic ... revenue will earn ... projections re interest ... 30 years interest rates were 20%

I can't see, don't see, selling M assets to fund this; absolutely a non-starter

my own math... $50M take 2% CPI inflation -- not only encumbered ourselves, $30M, devalued our asset by almost a half [9:30]

I do not support, will never support, in fact vehemently disagree with any funding strategy that involves liquidating land and encumbering it all for 30 years in order to save the taxpayers of today from paying for the services that they're going to enjoy for the next 30 years

to me, it's like spending your birthright

There are options

a combination of using tax revenues and funding from the Endmt Fund and land dispositions is something that I cd support

re recommended funding; have to see numbers, obviously have to see what happens with 1300blk; know you're not seeking approval but to Ccl for opinion

I'm intractably opposed and wd like to see some combination much more reasonable, equitable, and sustainable middle ground

TP: questions

what hv we borrowed in past and how paid off?

how will future ccls? don't want to be tying hands of future ccls for 30 years

xxx; those the two main ones

can't support a tax increase for this; done well pay-as-you-go

do want to speak of 1300 blk

Sop: Cclr Booth shd leave

Mayor: up to Cclr B

TP: xxx; ...

Mayor: if 1300, Cclr B shd leave

{During the campaign, b/c her husband does work for Grosvenor she pledged b/c of conflict of interest she wd absent herself wrt Grosvenor's 1300blk proposal}

TP: incredibly

struggling with this debt; pay-as-you-go; leave it at that

Mayor: also want to speak about 1300

maybe I shd go next

[9:34] {MB goes in and out over next while}

Mayor: it was a project and it was to sell police [prop]; build from sales

ofc on MDr; v clear to everybody

at ARC, spent most of our time speaking about that project; don't understand why deviating from

lunacy to borrow $36M

and existing surplus lands

cannot tie future ccls' hands

{Let's look at those stmts.

There may be surplus lands but 1300blk is not one. Many think it's lunacy to sell land that will appreciate in value to spend on a bldg that will depreciate in value and then have to be rebuilt but the land will be gone. Whether sell, lease, borrow, whatever those cd be interpreted as tying a future ccl's hands. Better than losing land assets for a bldg that will also be 'lost' in 40 years or so?

Furthermore, if a Ccl can't tie a future Ccl's hands, why insist on tying this Ccl's hands to selling the 1300blk as the former Ccl talked about???}

not touching

ccls come and go

we had a clear plan wch I still think is a xxx plan; debt free, only one for Coastal Health, covered by lease payments

debt, waterfund???

to borrow is not on

{but borrowing is not the only other option -- levy, sell some land (like street ends), some money from Endowment Fund, IOW, spread it out.}

Sop: will not support land sales or large... except street ends

{right, street ends no problem, a combination of funding sources}

do not support land sales

[9:40] NG: with all due respect this is a new Ccl

that initial idea of relating the two; 1300 sale to pay not the right strategy

serious conflict; not related

[9:41] {yup}

let's wait a few months ... staff ...

CC: address the intergenerational point

figures are hypothetical $36M for 1300, and PSB $36M

take appreciating asset and buy a depreciating asset

taxpayers for the next 30 years

spending absolutely nothing

taking inheritance and blowing it

getting benefit future chn, my chn or grandchn

no money in Endowmt Fund and severely depreciated PSB

pay ??? and finance the rest say $100 per household

ppl getting the benefit for next 30 years have to pay

happy for high xxx

my chn are left with $18M that will xxx; allocated between this and future

borrowing, can put that $100 back into xxx; that way we don't have to xxx

ppl paying are getting the benefit -- no argument against that

no xxx

Sop: is that on? this new system...

{still mic problems}

I don't like fear-mongering

looking back 15? years, $40?100M

one next door, last 50 years plus?

we have specifically paid as we went, why shd today's taxpayer have a loan

future

EndFund will grow

I have a child 14, by 28, Fund back up

build a bldg next door

direction from sale of land; that's the direction we shd go

we borrowed for health place in cmnty ctr, nec at the time; borrowed for water

spent $1M for a golf course -- Gleneagles 4th best in Canada

finally borrowed and paying through proceeds

if money at hand why not spend it and xxx

ev structure is pretty darn new

award-winning design; full to capacity

no major debt hanging around our neck

don't have to raise taxes

MB: report talks about borrowing the whole $36M

prev reports the soft costs were taken out of that -- still?

includes the soft construction, currently paying from Endmt Fund

Ans: $36M includes soft costs, in End Fund

persuaded by CC and to leverage our assets

at this point shdn't be going for an all-or-nothing approach

analysis; implications for the citizens; need the guiding principles

use some of Fund; benefiters pay for some

third option -- wch I'm going blank on -- loan, taxation, Endmt Fund -- combination rather than ...

Mayor: so need a tabling motion? more info

NL: recv for information; back to Ccl for final approval

will bring together, as well as other options; best practices

Mayor: change THE to A funding strategy

thx again Ms L for finding a path through the maze

MOTION: THAT

1.The report dated August 27, 2013 be received for information; and

2.Staff report back to Ccl for final approval of the a funding strategy before entering into construction contracts and before commencing construction on the PSB project.

Sokol: Maison devt [Milliken devt]; consult with public, held public mtg, went to DRC; come back in Oct

CR: tyvm; just a list of thank-yous, and a question

so, thank you to Cclr Cameron for referring to including basements -- we've advocated that for a long time

so I'm wondering if it will be back before the coach house bylaw so it can be solved then.

Thank you for referring to nbrs being consulted in your comments, but how? and will that process be described?

for nbrs' approval? will we see that?

Thank you to the Mayor for also urging that nbrs be included

we look forward to seeing the process described so that we can evaluate it and perhaps help improving it

wrt the PSB borrowing, many do not want to sell land assets for a bldg that will deteriorate -- Ccl Cameron referred to that as well.

what do we do when it deteriorates? do we sell more [land]? and what's going to be left?

Pls recall, Mayor Smith, that at the ADRA AGM a couple of months ago the mbrs said, when they were asked, that they wd prefer a levy rather than selling our land.

Again, you don't sell land for something that's going to depreciate.

I also took seriously, and that's another approach that Cclr Booth had, as maybe a combination -- levy, Endowment Fund, borrowing, taxes, so that it's spread out -- but, pls do not sell land for something that's going to depreciate.

tyvm

Mayor: thank you for making those comments.

{sent to me Sept 1} This video was shot last week of August 2013. Quite a sight. It is relatively rare to see this many orcas travelling together and to do so from an elevated vantage point.  Enjoy!! Be sure to watch in full screen!!!! http://www.youtube.com/watch?v=NfyVMWuUQnw

+ CAT and LEOPARD

After seeing these two I cdn't choose, plus I cdn't decide the order.

Wch do you want first, clever or sensuous?

The first shows a cat feigning being asleep to steal the dog's food.  [40 seconds]

The second is a leopard clearly enjoying a massage v much.  [2min10sec]

How cute is this? A cat goes into stealth mode and tries his best to get his paws on some food!

=== CJPME === two Canadians stuck in Egyptian jail......

Tarek Loubani, an emergency room physician from London, and John Greyson, a Toronto-based filmmaker and a York University professor, were arrested August 16. They were on en route to Gaza-Loubani to train emergency room physicians under an academic exchange programme with the University of Western Ontario, and Greyson to do preliminary work on a film project. Clashes broke out in Cairo, the border was closed, and they were waylaid in Cairo. Loubani and Greyson have been detained at Tohra prison ever since, despite the fact that police have failed to produce any evidence whatsoever to justify their detention....

Given the lack of evidence to warrant any charges, and the legitimate concern for the safety and well-being of the two Canadian citizens, Canadians must demand vigorous intercession on their behalf at the highest levels.

Families and friends of the two detained Canadians have created a new website (tarekandjohn.com) to provide updates on the situation, including a page for statements of support. Both men were known in their home communities for their peace-related and humanitarian activism. Loubani's brother, Mohammed Loubani, said although he recognized that Egypt is "going through a painful transition", arresting a physician and filmmaker and detaining them "without due process is clearly a step in the wrong direction".

--------

Pls take 30 seconds to ask Harper to intervene for Tarek Loubani and John Greyson

Tarek Loubani, a doctor from London, and John Greyson, a filmmaker from Toronto have been jailed in Egypt for more than 40 days. Prime Minister Harper has still not intervened, even though the two innocent men have not been charged, yet have seen their detention repeatedly extended. It is feared that they could easily spend two years in jail.

'Rotating moon' filmed by Nasa - video

Nasa video footage shows what the moon would look like as it rotates. The images are impossible to witness from Earth, because the moon is 'tidally locked' to it, meaning only one of its faces ever points toward the planet. These timelapse pictures were captured using Nasa's Lunar Reconnaissance Orbiter, which circles the moon at an altitude of 50km

CPTnet 21 September 2013

AL-KHALIL (HEBRON) REFLECTION: I am no longer a pacifist.

By Amy Yoder McGloughlin[Note: The author was part of the August 2013 delegation to Palestine.  Her reflection has been edited for length and clarity.  The original is available on her blog.]

I’ve been a Mennonite for twenty years and a Mennonite pastor for three years.  But after a trip to Israel and Palestine this summer, I can no longer call myself a pacifist.After spending just a few short days with a Christian Peacemaker Team delegation in Hebron, a tense city in the West Bank, I realized that opposing war “ being a pacifist “ is a position of privilege.  It’s easy for me to say that I oppose things, like war and violence.  I live a pretty secure life.  In Hebron, Palestinians have to go through checkpoints every day of their lives.  Their bags are subject to search in these checkpoints, and they can be stopped on the street to show their papers to any military person who wishes to see them.  There are places in the city that they are not allowed to be, places that settlers can drive their cars but Palestinians cannot.  They live in an apartheid system.

After watching soldiers or border police stopping my Palestinian friends and making them show their papers and explain where they were going several days in a row, I could feel my blood pressure rise, and my fists clench.  How can I simply be against war and violence when this is happening right in front of me!I understood, when I felt those physical manifestations of anger, why Palestinians threw rocks at Israeli soldiers.  Or worse.  If my blood was boiling just watching this happen to Palestinian friends a few times, how much harder would it be to experience that personally every day? And then I met Hani.  Hani is not a pacifist.  But he has chosen the path of nonviolence.  Hani, a Palestinian man, lives next to an Israeli settlement in Hebron, and faces daily threats from settlers and soldiers as he walks to and from his home.  He’s been denied water delivery to his home.  He’s been delayed at checkpoints to discourage him from going to mosque to pray.  His olive trees and cars have been burned repeatedly by settlers while soldiers watched, and his property is littered by trash that settlers throw in his yard.

He realized at a certain point that fighting back was not working.  Nonviolent resistance was the only thing that seemed to be effective.  So, when his son was beaten up in front of him by soldiers, Hani did something quite counterintuitive.  He filmed it instead.  And he sent that video the international news organizations that highlighted Hani’s situation.  That had more of an impact than armchair pacifism or violent intervention ever could have.  Hani intervening with violence in his son’s beating would have meant that both of them would have been jailed, and imprisonment would have economic ramifications for his whole family.  Videotaping  the beating sent a message to the soldiers and to the government that this would not be tolerated.It’s then that I realized I™m not a pacifist.  Because I’m not just against war, I™m for peace.  Pacifist is not a word that really [fitted] for Jesus.  He was pro-peace, pro-action, and pro-people.  And he used his words and his body to show us these things.  He didn’t philosophize about war and violence.  He stood with people.  He confounded the powerful by sitting where he wasn’t supposed to sit, and touching those he wasn’t supposed to touch.  That™s active non-violent resistance, not pacifism.I reject the word “pacifistť as a label for my own beliefs.  Instead, I believe in active non-violent resistance.  I believe in peace.  And like Hani, I’m willing to use my voice, my body and my creativity in seeing a non-violent solution come to pass.

=== BOOKWATCH === Atwood's MaddAddam

New fiction: "MaddAddam" Darkness and light Sep 16th 2013, 21:46 by E.W.

"MADDADDAM", the final volume in Margaret Atwood's triumphant trilogy of a destroyed and resurrected Earth, begins at the edge of a new world. As with the first two novels, "Oryx and Crake" and "The Year of the Flood", this one is set in a wholly believable dystopian future. Nearly all of humanity has been destroyed by a pill called BlyssPlus, which promised sexual ecstasy but delivered death instead. The destruction was wrought for a purpose: the way was cleared for a new breed of humans, engineered to be free of dark impulses for violence and lust, and easily sated by a diet of leaves and grass.

These new beings co-exist with the few remaining survivors of the plague. The last humans include good guys such as Toby, the female narrator of "MaddAddam", and bad guys like the "Painballers", savage criminals bent on even more destruction. The first books introduced the plague and chronicled its grim fallout. This final volume, which brings all the earlier characters together, is also the most profound of the trilogy. It deigns to ask whether it is possible to rebuild what has been lost; whether there is hope for humanity.

Like its predecessors, this novel is both an adventure story and a philosophical meditation on humanity's predilection for carnage and creation.

On Wed Sept 25th, Vancouver City Council approved the Heritage Amenity Bank and Transfer of Density Report.

We applaud these recommendations as a bold new direction. We see this as a good first step and at the same time recognize  that there is  still much that needs to be done to absorb the large amounts of density created under the Heritage Rehabilitation Program.

Places That Matter: First City Hospital

Vancouver's first hospital was a simple tent that was destroyed by the great fire which destroyed much of the city in 1886. That tent was replaced by a small nine-bed facility that didn't meet the needs of Vancouver's rapidly growing population. In 1888 the first City Hospital was built on the corner lot between Pender, Beatty, and Cambie Streets. It was replaced in 1906 with the newly built Vancouver General Hospital. The original building was demolished in the 1940s.

Join us on Wednesday, October 9th at 2pm as we celebrate the former site of Vancouver's first City Hospital. Meet in the EasyPark parkade at the Pender Street entrance.

o Benchley was also skilled at repartee.  When a man at a party once told him that the drink he was holding in his hand was slow poison, he replied: "So who's in a hurry?"

o Another time, after lunching at the Algonquin Hotel, he walked through the lobby, out the front door, and said to the uniformed man on the sidewalk, "My good man, would you please get me a taxi?"

The man immediately took offence and replied indignantly, "I'm not a doorman!  I happen to be a rear admiral in the United States Navy."

Benchley instantly quipped:  "All right then, get me a battleship."
