Prime Minister Stephen Harper today issued the following statement on the passing of Hugh Clifford Chadderton:

On behalf of all Canadians, Laureen and I offer our deepest condolences to the family and friends of Hugh Clifford Chadderton.

Known to many Canadians as 'Mr. Veteran', Cliff Chadderton dedicated his life to protecting the interests and rights of veterans and their families.

A D-Day veteran who lost part of his right leg while in command of a company of The Royal Winnipeg Rifles in 1944, Mr. Chadderton believed strongly in the "amputees helping amputees" philosophy, and therefore played a key role in the development of innovative programs and services for war, civilian, and child amputees. He is widely recognized as the founder of The War Amps Child Amputee (CHAMP) Program.

For his lifelong dedication of service to others, Mr. Chadderton received numerous awards, including Companion in the Order of Canada, the Order of Ontario, induction into the Canada Veterans Hall of Valour and the Terry Fox Hall of Fame, the Minister of Veterans Affairs Commendation, and the Queen's Diamond Jubilee Medal.

Canada has lost a great man but his legacy will live on in the many people whose lives he has touched.

Advisory Forwarded To Block Watch For WVPD Communications - Personal Safety Planning

WV Police are investigating a report of a robbery late Thursday evening (Nov 28) in the vicinity of 16th St and Esquimalt Ave. A 16-year-old male victim was accosted and robbed by a knife-wielding male suspect.

West Vancouver has relatively low rates of violent crime. WV Police work proactively on an ongoing basis to keep the cmnty safe. This incident however highlights the need for cmnty mbrs to remain alert to potential risks and to plan for personal safety and security.

It is also important for parents or caregivers to help youth in their care to fully understand the importance of personal safety planning. Personal Security is an important consideration for everyone regardless of age, gender, or ability. Please review the following:

o Walking in pairs or in larger groups at night can help reduce the risk of victimization.

If this isn’t possible, carry a safety whistle and/or a cell phone

o Trust your instincts, if you feel you may be in danger or witness suspicious activity, contact police immediately

o Always remain aware of your surroundings and the people around you

o Let someone know your plans and expected return time

o Remain alert by not wearing any electronic device that could prevent you from hearing any signs of danger

o Know your location and be able to describe where you are if you need to call for help


=== WV POLICE BOARD ===

The Police Board continues to be two members short with the departure earlier this year of Holly Alexander and Robert McDonnell. These vacancies are the responsibility of the Ministry of Justice in Victoria, and we await news of the new appointments. The board consists of the Mayor, one member appointed by Council, and five members appointed by the Lieutenant Governor in Council on the advice of the Minister of Justice.

At the most recent WV Police Board meeting, concern was expressed about the potential effects on service levels from vacancies and sick-leave absences of police officers. Currently there are three unfilled positions and several more members on medical leave.

The Dept continues to work with our MP, John Weston, on controlling the abuse of prescription drugs. Weston’s private members bill to control precursor chemicals used in the manufacture of crystal Meth and ecstasy was one of the few to make it through the previous Parliament. This year he was successful in the first National Prescription Drug Drop-Off Day. A significant source of illegitimate prescription drugs is the family medicine cabinet.

One of the frustrating bureaucratic impediments to control prescription drug abuse was pointed out during the recent Board meeting: physicians do not have access to the provincial prescription database so when faced with a patient presenting complaints that might warrant a powerful sedative or painkiller, they cannot double-check the drugs that have already been prescribed by other physicians for this patient. When the prescription is presented to the pharmacist, however, he can check and see that this is the (say) fifth prescription for this drug from this patient from five different doctors but he is legally obliged to fill the prescription.

...5) StreamTeam: The StreamTeam has been monitoring local creeks, testing water quality, doing invertebrate surveys and counting returning spawning salmon since early July. This group was formed at the Streamkeepers' exhibit tent on Community Day. Members are mostly university students who expressed their willingness to spend time learning more about our local wild salmonids. The time commitment is two to three hours on Sundays.

...10) Creeks Clear brochure: Working with the District, Streamkeepers have helped create a single panel brochure requesting residents not to use creeks and the riparian area to dump their garden waste and also to direct hired gardeners to follow proper disposal practices. The brochure is currently being printed and will be available at all municipal card rack locations.

CYPRESS HIKING MAP PUBLICATION 2013 HIGHLIGHT!

On Saturday August 10 the long-awaited Cypress Park hiking map was launched literally from the Cypress Creek Lodge rafters into the crowd below. It was a joyous and memorable event. Attendees were welcomed to the Lodge by Maureen Collins, Cypress Mountain. Mike Castle and Katharine Steig reported on map production history. New Senior Park Ranger Andrew Simpson arrived wearing his Parks Stetson hat (as hoped) for this special occasion. The cake was decorated with a digitally reproduced rice-paper map, looking so much like our paper map that we hesitated to cut it.

The map has been very well received and is proving useful not just to hikers on the trail, but also as a handy reference for others, including BC Parks and WV staff. 10,000 maps were printed with FCPP, Cypress Mountain, and BC Parks contributing $5000 each. Maps were placed in brochure holders in park kiosks and were also available at both Black Mountain and Cypress Creek Lodges. By the end of October more than 6,600 maps had been picked up. We are planning a reprint for next year. We will also be creating an electronic version for posting on the BC Parks website. We expect to have this in place by the start of the 2014 hiking season.

We could not have taken on the map project without the generosity of FCPP members, especially Louise Irwin. Of course map production depended on Mike Castle’s countless hours of volunteer work, supported by Jeff Clark (Clark Geomatics). Hans Breuer (WV Engg) and WV Parks staff provided additional help along with Kevin Healy (Creus Engg). The brochure side of the map was largely the work of Gavin Castle. We also appreciated the generosity of those who provided photos.

During the winter, maps will be available on request at the WV Chamber of Commerce Office, 2235 Marine Drive, or by contacting FCPP. Next spring, maps will again be available at both lodges and at the information kiosks in the Alpine and Nordic areas. The map will be mounted in a frame at Hi-View and Quarry Lookouts, and visitors will be advised to come up to the park if they want their own copy. http://cypresspark.bc.ca/

A Night of Adventure with Wade Davis

On Tuesday, November 19, the Library Foundation was delighted to host Canada’s celebrity anthropologist and NY Times Bestselling author, Wade Davis. This sold out fundraiser for 160 guests was held at the Capilano Golf and Country Club and raised over $40,000. Guests were treated to a remarkable presentation about his award-winning book, Into the Silence, about the Great War, Mallory, and the Conquest of Everest. Wade’s remarkable gift for storytelling had the audience captivated all evening and he happily signed books and mingled with guests.

Interestingly, West Vancouver can proudly claim Wade as their own as he was born on Clyde Avenue in 1953. Despite having lived and worked in some of the most exotic locations imaginable like the jungles of South America, the islands of the Far East, and the outback of Australia, he continues to maintain deep roots in our community.

His future plans include returning to our part of the world as he has recently accepted a position at UBC. A prodigious researcher, Wade spoke highly of his appreciation for libraries. Appropriately, Event Chair Jo-Ann Wood presented him with a special thank you gift that he can put to good use now that he is returning to Vancouver his very own West Vancouver Memorial Library card.

1. 1300/Grosvenor

Well, I won't keep you in suspense -- as expected the Grosvenor/1300 was passed (OCP Item 5, Zoning Item 6, Phased Devt Item 7, and Road Closure Item 8) -- and by 8 o'clock! -- Cclrs Cameron and Gambioli opposed to Items 5, 6, and 7 with only Cam voting against Item 8.  (Of course Cclr Booth recused herself b/c of conflict of interest.)  They all gave their rationales, interesting to listen and assess -- some just babbling, some emotion more than reason, one brought facts back into the mix, one a claim that's true in the short-term but neglects long-term.  Well, my hope is that it turns out well.

Cam urged a plan; Sop said OCP ten years old and shd be done every five years.  Guess they've all forgotten that it was recommended more than a decade ago that OCPs shd be reviewed every five years.

It was all anti-climactic and downhill after that.

Re what's next: the proposal has passed three readings but has not yet been adopted.

It was somewhat surprising to me that no one offered an amendment at second reading when they are allowed; after all, the proposal is not that far from being an acceptable compromise -- everyone wants a nice devt there.

For the uber-optimistic or those striving for the ideal, it is possible the devt bylaws for third reading to be rescinded, amendments made, and then an amended third reading.  There must be one day between third reading and adoption.  Think of it as giving a breather or time for sober second thought.

Maybe Ccl will try a sort of compromise and to appease the public and since didn't go out to tender, Ccl will use the money from the sale to buy replacement land so not depleting our heritage land assets. (Remember, however, that no one is permitted to discuss this matter with the voting Councillors before the vote on adoption.)

Better to live in hope......

2.  Evelyn/Onni

Transfer of density; will go to DRC and have a nbrhd mtg before coming back to Ccl.  Sop referred to residents' dismay at having been promised underground wiring but then not being done -- no written commitment.  Sokol said if increased density cd come from CACs.  Sop asked about the (initial) $2.5M Millennium paid and the answer was partly for the entrance to WV, the gateway, perhaps toward sewers.*  Good questions re original information missing to be provided asked by Cameron and the mayor concurred.

* This was done by staff with little or no input from Ccl AFAIK and none from the public.  This is a reason I recommended ADRA (and other groups) draw up a list of S, M, L, even XL projects that they want to see so that the 75% cash can be spent on what citizens want.  Get your list together!

re PH 1300: Emailed Letter to Mayor & Council


The restriction is no new information/opinions to Mayor and Council, and this email complies.

Below is a transcript of a couple of submissions for the record since bits missing from the minutes.

Last week I reported that there were some gaps in the video and pleased to see it has been redone, however instead of divided into about five parts, it has now been put into 13 parts.  Unfortunately, if you click on the video on the agenda webpage, it says it is not available.  Am sure this will be fixed soon.

FOR THE RECORD

First is part of what former mayor Goldsmith-Jones said (points missing from the PH minutes), followed by my remarks referring to them (plus some points also not in the minutes).

...since 1975 when that first ccl had this vision to acquire the waterfront.   So, the Westerleigh's in place.  That means none of us as taxpayers have any debt on that building, extraordinary.  It's the 320 Taylor Way towers that paid for all the other recreation facilities under the leadership of Mayor Pat Boname, Mark Sager, and Ron Wood.  So it goes on.  And I think we do go slow[ly], and I think we really need to stick together, but putting together a complex investment opportunity, financial picture for the future of West Vancouver, housing opportunity, and supporting the local economy is not difficult.  It's a testimony to our ability as a community to have really hard conversations and stick together that we're here.... 

... I do think it takes courage and I'd really like to thank everybody for being part of the conversation and continuing to shape it to be a modest proposal that will serve us well for years to come....

{in Pt 10}  Good evening, all.

Lease, as past councils have done.  I thought it was interesting to hear former mayor Pam Goldsmith-Jones.  She said that it's got lots of money for West Vancouver: 320 Taylor Way and Wetmore.  Yes.  Both are leased.  So, you want to get money, you lease it.  You don't sell your land, build a building.  The land will increase in value, the building will depreciate; it's gone in 40 years -- where are you going to get more land to build more things?  So please, lease.  

And they did have a referendum on 320 Taylor Way, and it meant that we would lease, not sell.  So that's when West Van has spoken out.

{applause}

If, however, the very clever negotiators out-negotiated our plans and said they'd, we'd, have to sell, we couldn't possibly lease, then I urge you to take that money and buy land to replace it.  That way we keep our piggy bank full.

I'm sure most people are in favour of redevelopment, but don't assume b/c they say they support it and they approve it, that that necessarily means this design.

I'm also in favour of redeveloping that corner, but instead of a flat roof line like a prison wall, maybe have an average height of four or five storeys, and then you could have them two, or four, or five, and you've a variety that you would be seeing -- maybe even put archways through so people would still have a view through; maybe orient it north-south instead of east-west that blocks.

Now, um --trying to, I scribbled this down while I was listening --

I think that Grosvenor has the creativity and the imagination to come up with a better design, so I don't think it's the end if we just want to go back and look at things again.

>  Now, someone mentioned the Mustel survey.

It was a little bit skewed in that if you expressed that you weren't totally in favour, they would then ask another question, and say, Oh, but we're going to do this, then we're going to do this, and we're going to do this, are you in favour now? 

>  Also, about that 1600, I don't know when they took the 1600 names, but I know it was some time ago and I know if they started again now, they'd get some more.  um

This is, I think, an exciting opportunity, but let's collaborate and cooperate.  We don't want something high, and we're willing to go above three.  I have a question.  Ccl passed a motion in March, I think it was Cclr Cameron and Cclr Gambioli who wanted to reduce it 40 or 45 ft.  That was defeated.  But what did pass was to lower it by 30 ft.  And so since then I've been quite disturbed to find out some people said it's only been lowered 17ft, and at the Oct 21st council meeting, Cclr Cameron said it was only lowered 5ft.  So if you have a motion, passed in Council to lower it {can't quite hear -- by/ to?} 40ft [sic] shouldn't we be able to count on that? 

{APPLAUSE}

I mean, anyway--

I don't want us to be divided into troglodytes and greedy developers.  I'm sure that we can collaborate and cooperate and work something out together

um

and don't, I mean, just don't think Grosvenor, I mean, I heard these people: if we don't do what they want, they're going to go away.  I mean that's threatening, that's being a bully.

I don't think Grosvenor's like that.  I really think they're an honourable company.  

I do agree that probably it should have gone out for tender, but I think they're somebody that--

{smatterings of applause}

a reputable company and I hope that we can work with them.  

So, let's deal with each other with respect and honour.  We're not afraid of the new, somebody said we're afraid -- I'm not afraid of the new; and I'm not afraid of the old.  There are good and bad things in the old, and good and bad things in the new.  It's being selective, and trying to get the best.

Anyway, I think that Grosvenor, as a good company, would think that we deserve to have our wishes and character taken into consideration.

So I don't want to see this as lining up yes or lining up no, I think we all should work for something that's better, and more people will accept.

Not too high, not too low, but something that we can work together that's beautiful, exciting, preserves some view, and a lot of our character.

{in Pt 12}  thank you

I have a question in my newsletter, West Van Matters, and everyone who's written in has said lease instead of sell, except for one person and one other person who said it looks like we don't have a choice.

The other thing, you might have noticed from my remarks before, I'm not a person who looks at most things as black and white, I see them as grey, I even see them as polka-dotted, spotted, and striped.  And so when someone says oh, well, one of the mayors supported this.  Yes, but that mayor said -- gave two examples that were leased so when you say someone supports something you have to look at what the qualifications are.  

And some people say Ambleside is dying and other people say it's lively.  Well, it depends on where you look.  I mean, as others have said, if you know that a building is going to be upzoned, you're going to want to wait and see if your place can be upzoned.  You're not going to fix it up 

and somebody's not going to come in and lease it from you, the owner, if they think it's going to be torn down and made a bigger place.  And when you go along the1300 block, yes, some of the stores are closed -- but so are the stores on the north side of the 1300 block.  Have Grosvenor been buying those up too, so that nobody's moving in?  Are the owners waiting to see if they can get higher buildings there?

If you do that, of course, that's going to go down in value, 

So, there's -- it doesn't mean that it has to be like that, but that's a result of people trying to keep their money and investments in a wise way.

I mean why fix up something you're going to demolish and build something bigger?

Do you know who owns those properties across?

Is it gradually going to be a huge thing on both sides?

I don't know; might be a good thing to know.

But Ambleside is not dying; parts of it are, and there's a good reason parts of it are.

CR: well, what I don't understand, is that if you make a motion -- do you have a choice about carrying it out?

a)  Westerleigh was built by a private company and the property, formerly owned by Wetmore, was leased to them by the District. 

b)  320 Taylor Way was a decision by former mayor Don Lanskail (and I was on Council then).  It did not happen under the mayorship of Boname, Sager, or Wood.  Before PGJ's time; and she was on NV ccl.

c)  Yes, we get money from the lease of TWay but far from the amt spent on the rec facilities.

e)  The 320 TWay referendum was not about leasing but my point was when it was clearly controversial, the Ccl put it to a vote.

f)   Bit mumbled/jumbled about 30 vs 40ft, but when I followed up I made it clear that the motion to lower the bldg by 30ft was passed by Ccl.


o  My main concern is our land heritage; we shd not deplete them b/c once gone, they're gone.  So if DWV was outfoxed and has no choice but to sell, it wd be prudent to buy other property to keep our land assets.  From leasing we wd not get the millions of a sale but it wd be a guaranteed annual income.  Keep our heritage/land piggy bank full!

o  My question re the (carried) motion to lower the building comes from two serious issues:

{Explanatory notes from David Roach:

The issue here is the ramp up that McMahon and Fung have proposed they are basically taxing the ratepayer today to pay for renewal of utility assets forty years from now.  This is contributing to the excessive user rates that council has since passed and adopted for 2014. 

The reference to the accumulated surplus in both utilities and the proposal to take from one utility to use in another utility for capital renewal purposes was made in order to moderate the rate increase impact on residents at a time when the economy is still not out of the woods according to the Bank of Canada and financial economists. 

The reference to the chart that John McMahon used in his presentation to council was made to draw attention to the fact that the ’peak in the annual expenditures is primarily due to the storm sewer and drainage assets, not to the water or sanitary sewer infrastructure the engineer has made no effort to level the peak through proper planning, e.g., changing the timing of the replacement of individual assets.  Nor has there been any apparent effort made to identify alternative funding methods, although the UBCM has made a stab in that direction with the provincial government. 

The aggressive user fee rate increases in water and sewer utilities is almost entirely due to the engineers’ desire to build up a reserve and surplus entirely divorced from considerations over the impact on ratepayers, or from any actuarially based risk assessment calculation.  (There is correspondence received from Luke Hillan on that point.)

PS: Contrary to the misapprehension stated by Councillor Lewis, the proposal I put forward did in no way suggest that the fund method of budgeting should be altered.}
