UPPER LANDS -- Seek out the information, go to the workshops, give your opinion.
Essential: Keep in mind that the "Upper Lands" refers to land both above and below the 1200ft level. If you want the 1200ft level kept (no devt above; protection of environment, etc), for every question clarify above or below before answering. Otherwise the answers can be taken for the whole area, ie devt.
Some facts:
- The cut-off for devt in NV is 1000ft, ours is 1200ft (decided b/c of extra cost for water and snow-clearing)
- It is not true that owners have the right to devp above 1200ft (even if land exchanged)
- Below 1200ft, WV can designate protected areas (park; environment) without being required to exchange land.

Having defended the gold medal it won in the 2010 Vancouver Games, Canada is the first team to repeat as Olympic hockey champions since the Soviet Union in the 1980s.
This is the second consecutive gold medal and the 15th overall medal for Canada in mens Olympic ice hockey. This is also the 9th gold medal for Canada in mens ice hockey more than any other nation in Olympic history.

At a UL WG mtg, a resident queried the stmt that the OCP (re 1200ft) was "out of date" giving the reasons for that limit (wch still apply!). Wdn't say who put that in but glad they taken out. Still the most precious comment made, wch shocked me, was in effect about a question b/c "we might get an answer we don't want".

+ KMC's losses last year, as Cclr Booth reported, was a disappointing surprise but apparently back on track now.
+ Ah, Ukraine -- 700 years of Russian domination. Used to be the Ukraine, right? Well, the name comes from 'yoog' meaning south in Russian and ~'ray-on', region. So you see, it indicated the southern region (of Russia). Resistance, so not just a region. Yearning for being independent, 'free', is deep-seated and visceral. At this point, the only way I can see to avoid war is to split -- otherwise heading to a bloody mess. See INFObits below for some facts. Yes, in my world travels did go to Yalta, a tourist spot now.

Having their say Info sessions for the proposed devt at Park Royal (752 Marine) were
held in the Cmnty Ctr atrium on Jan 30, Feb 4 and 6. (The Feb 10 mtg was cancelled
owing to poor weather.) Over 150 people viewed the proj boards, asked questions,
and gave feedback. A report will go to Council regarding next steps.
Gas works Construction of a gas station at 13th and Marine (the former Shell site) will begin in the spring and take approximately 18 to 20 weeks.
The biz in Dundarave Parks staff met with mbrs of the Dundarave Biz Assn to discuss improvements to the streetscape. The intent is to have deeper discussions on developing a long-term plan/vision for the area.
Blackberries tasty but invasive Staff met with the Lighthouse Park Preservation Society (LPPS) on the societys proposal to remove invasive plants from The Dale Park this year. LPPS is using this work as a trial for different types of removal for three types of invasive plants: ivy, lamium, and blackberry.
Hearts and minds The Early Years Fair on Feb 1 was a tremendous success and featured the launch of the Heart-Mind Index cmnty art project through a partnership with the Dalai Lama Ctr. Participating divisions and orgs included NSh Multicultural Society, WV School Dist, Vancouver Coastal Health, WV Fire Services, and WV Mem Library.
Skating away Staff are working collaboratively with members of the skateboard community to undertake a cmnty input session in April on upgrading the Ambleside Skateboard Park. Time and location to be determined.
Senior green thumbs A new garden club at the Srs Activity Ctr starts in April. The first meeting will feature renowned author Senga Lindsay sharing her ideas on edible landscaping.

+ PORT METRO SEEKS NORTH SHORE RESIDENTS FOR WATERFRONT CMTE -- Feb 28
Port Metro Vancouver (PMV) is busier than ever before, and DWV residents with relevant expertise could have a hand in port and waterfront issues.
Together with DNV and DWV, Port Metro Vancouver is seeking applications for two positions for cmnty representatives on the North Shore Waterfront Liaison Committee.
The North Shore Waterfront Liaison Committee (NSWLC) brings together NSh municipal, First Nations, industry, PMV, and cmnty interests to discuss devts, identify concerns, provide suggestions, and facilitate two-way communication among respective constituencies about port transportation and operational issues on the North Shore.
Applicants must be DNV or DWV residents and possess relevant technical or social experience and/or expertise, knowledge of port industrial operations and related issues on the North Shore; community, business, or other affiliations; and communications tools, experience, knowledge, and/or expertise.
The NSWLC meets on a bi-monthly basis on weekdays, alternating between evenings and mornings, at locns on the NSh.

-- January 10 to March 22 -- Ukiyoe Spectacular Japanese Woodblock Prints from the 1800s
Over one hundred woodblock prints from a private collection in Japan will be on display at the West Vancouver Museum and the Nikkei National Museum. This is a rare opportunity to see works by Kuniyoshi, Yoshifuji, and Hiroshige, among many other ukiyo-e artists. Curated by ukiyo-e scholar Inagaki Shinichi and West Vancouver Museums Kiriko Watanabe, Ukiyoe Spectacular reveals compelling images of the supernatural and epic myths, as well as portraits of courageous samurai and historical events.
During the Edo period (1604-1868), the concept of floating world indicated the enjoyment of life while it lasted. Ukiyo-e, which literally means pictures of floating world, dates back over three hundred years and reached its golden age during the Edo. The prints included in this exhibition from the late Edo demonstrate technical virtuosity and culturally rich traditions.
In addition to common ukiyo-e subjects, such as kabuki actors and beautiful women, many images reveal various interpretations of social and political issues. Consumer taste and the censorship imposed by the Tokugawa government at the time played a major role in facilitating new trends in the making of ukiyo-e.
Princess Takiyasha Calling up a Monstrous Skeleton Spectre at the Haunted Palace at Sōma (c. 1844-48), a triptych by Utagawa Kuniyoshi depicts a giant skeleton conjured by the princesss dark magic looming over two samurai figures. Though this image is dramatic, there are many others in the exhibition that are entertaining.
The more time you spend looking, the more things you discover: the face you are looking at is composed of an assemblage of cats, or a figures eyes are made of blow fish. This exhibition celebrates the 125th anniversary of consular relations between Canada and Japan, and also gives an opportunity for visitors to see the visual and technical sophistication of this unique Japanese art form.

'Non-white and non-Jewish': Israel seeks to expel the 'wrong kind' of refugees -- A Talk by David Sheen

Since 2006, millions of African refugees have fled ethnic cleansing, political persecution and environmental collapse on the continent. More than 60,000 have sought refuge in Israel. The Israeli government let most of them in, hesitant to be seen as outright forcing refugees back to the horrors they fled from, however, members of the ruling parties have called them a 'cancer' on the Jewish state.
To ensure that they would leave as soon as possible, the government has conducted a campaign to incite racial hatred against them, passed laws to criminalize them, and is now rounding them up off the city streets and incarcerating them in what can be accurately described as a desert concentration camp. The government openly admits that its objective is to 'make their lives miserable' so that they will give up and self-deport.*
David Sheen is a journalist and documentary filmmaker who has covered the plight of African refugees in Israel for Ha'aretz, Mondoweiss, The Daily Beast, Open Democracy, Al Jazeera, and the Electronic Intifada as well as being featured on news reports in the Huffington Post, CBC, CTV, and France24. He currently lives in Dimona, the home of the African Hebrew Israelites, and is working on a book about Israel's treatment of Africans, Jewish and non-Jewish, past and present.

On this walk well learn to identify the species and to recognize the roles of mosses, liverworts, lichens, and fungi in the forest of Stanley Park. 8.4. Federation of Canadian Municipalities Call for a Long-Term National Housing Plan (File: 2515-02)
RECOMMENDED: THAT
Whereas a stable and secure housing system that creates and maintains jobs and allows for a range of living options is essential to attracting new workers, meeting the needs of young families and supporting seniors and our most vulnerable citizens; and,
Whereas the high cost of housing is the most urgent financial issue facing Canadians with one in four people paying more than they can afford for housing, and mortgage debt held by Canadians now standing at just over $1.1 trillion; and,
Whereas housing costs and, as the Bank of Canada notes, household debt, are undermining Canadians personal financial security, while putting our national economy at risk; and,
Whereas those who cannot afford to purchase a home rely on the short supply of rental units, which is driving up rental costs and making it hard to house workers in regions experiencing strong economic activity; and,
Whereas an inadequate supply of subsidized housing for those in need is pushing some of the most vulnerable Canadians on to the street, while $1.7 billion annually in federal investments in social housing have begun to expire; and,
Whereas coordinated action is required to prevent housing issues from being offloaded onto local governments and align the steps local governments have already taken with regard to federal/provincial/territorial programs and policies; and,
Whereas the Federation of Canadian Municipalities (FCM) has launched a housing campaign, Fixing Canadas Housing Crunch, calling on the federal government to increase housing options for Canadians and to work with all orders of government to develop a long- term plan for Canadas housing future; and,
Whereas FCM has asked its member municipalities to pass a council resolution supporting the campaign;
And Whereas our community faces ongoing challenges in meeting housing needs at the non-market end of the housing continuum, that can only be met through the kind of long- term planning and investment made possible by federal leadership;
Therefore be it resolved that the District of West Vancouver Council endorses the FCM housing campaign and urges the Minister of Employment and Social Development to develop a long-term plan for housing that puts core investments on solid ground, increases predictability, protects Canadians from the planned expiry of $1.7 billion in social housing agreements and ensures a healthy stock of affordable rental housing for Canadians.
Be it further resolved that a copy of this resolution be sent to the Minister of Employment and Social Development, to the BC Minister of Community, Sport and Cultural Development, to local MPs and MLAs, to the Federation of Canadian Municipalities and to the Union of BC Municipalities.

There's nothing about its expansion, and the Consent Agenda lists three citizen mbrs appointed, so it's a mystery as to how they were chosen. Pls clarify.

2. Heritage
Pls review practices and policies
When ppl contacted me about trees and vegetation in Memorial Park, I called the Hall for information and mentioned that it was a heritage asset. The staff mbr expressed surprise. To your credit, some cclrs felt there ought to have been a notice with plans. That's a start.
Correspondence on this agenda has a resident's letter expressing dismay that a forester's property, sold to the District last fall, with 60 years' worth of landscaping (some from seed), and trees (including sequoia) was bulldozed. I've been told Parks had taken an inventory, so of course it was thought special specimens wd be kept. Both VanDusen and the Sechelt Botanical Park wd have taken some trees and the owner was willing to pay for their transport. In fact the owner is so upset, he has removed a substantial (in the millions) donation to WV from his will.
All the heritage bodies were terminated over five years ago. May I again recommend that one be formed asap. Am sure their comments and input wd be valuable. There is no doubt that not all of WV's heritage assets have been listed, identified, or protected.
Pls revive attention to them. Remember there are five categories: palaeontological, archaeological, architectural, cultural/historical, and scenic (as in landscape and environment).
Indeed, what better time to do so.
Heritage Week in BC
always starts on the third Monday in February. This year Feb 17 - 23; the theme is Heritage Afloat
As I have for the past 25 years, as Chair of Heritage West Van I'll be organizing events. We're thrilled that among other participants will be the Royal Canadian Marine Search and Rescue team (at Heritage Fayre on Saturday the 22nd). There'll also be a display in the Library, talks, a heritage cream tea, and a nature walk among other activities -- and restaurants {participating}.
The Heritage West Van website has not been updated for this year but see last year's info. We'll put up draft 2014 flyer and update it with confirmations.

SS Sicamous Paddle Wheeler
The SS Sicamous is a beautifully restored heritage paddle wheeler (aka sternwheeler) built in 1914. Once upon a time it graced the waters of Okanagan Lake as a vital link for news, passengers, and cargo to valley communities.
Sicamous was one of three luxury-class passenger liners operated by CPR, the main carrier on the lake. It departed from Penticton at 5:30am, arriving in Vernon mid afternoon, and returning by 8pm. Tickets cost between 25 cents to $2 depending on the destination. Many passengers boarded the Sicamous as a short holiday to experience the first class service and the luxury of hot water, electricity, and fine fittings of mahogany, teak, and brass. For 75 cents they could enjoy a three-course meal on monogrammed china and silverware, and for 50 cents they could have a private hot bath heated by the steam boiler.
With its passenger and freight connections via the CPR, the Sicamous formed part of the national transportation network. As a freight vessel, it was altered to carry fewer passengers and more cargo to the right you can see a rail car pulled up on tracks at the dock. The 1935 archival photo, with Captain Joseph Weeks and his crew, was taken during The Great Depression. In 1936, the ship was retired from service completely.
The SS Sicamous, along with the steam tug Naramata, now rests on the waterfront in Penticton with cabins and exhibits ready for you to explore. Operated by the SS Sicamous Restoration Society, this iconic vessel celebrates its Centennial in 2014 and is an example of the importance of our waterways, lakes, rivers, and ocean coastline to British Columbias history.

VCBF is launching a new Vancouver category in 2014.
Poets from the Metro Vancouver area can submit your haiku to this new category.
Top poems in six main categories (Vancouver, BC, Canada, United States, International, and Youth) will be judged by Marco Fraticelli, receive celebrity readings, and be featured in creative ways during the 2015 festival including publication in the Vancouver Courier community newspaper, The Bulletin magazine, Haiku Canada newsletter, online publication in Ripples, the newsletter of the Haiku Society of America, printing in a chapbook hand-folded and bound by Victoria-based Leaf Press and publication on the VCBF website.
Winning poems will be read by Christopher Gaze at the VSOs Tea & Trumpets Concert, at our media-kickoff event, Cherry Jam Downtown concert by media celebrity emcee (past years have been CTVs Norma Reid) and celebrated at Sakura Days Japan Fair (attended by 12,000 people over two days).
